Chornomorsk Village Council Signs ₴1.5M Roof Overhaul Contract Amid Controversy

The Chornomorsk Village Council of Mykolaiv Oblast has signed a contract with a local businessman for the overhaul of a part of the school's roof worth almost UAH 1.5 million.

As it became known from the public procurement platform Prozorro, the contract was awarded without using the electronic procurement system and without holding an open tender. The contract is for the overhaul of a part of the roof of Chornomorsk secondary school. The agreement was signed by representatives of the village council on March 7, and all work should be completed by December 31, 2025. The contractor will receive UAH 1 million 496 thousand for this.

According to the youcontrol analytical system, Alla Ihorivna Lavshchenko has been a registered individual entrepreneur since May 16, 2023, in the village of Chornomorsk, Mykolaiv region. The main activity of the entrepreneur is the construction of residential and non-residential buildings. In addition, she is engaged in organizing the construction of buildings, construction of pipelines, as well as power supply and telecommunications facilities.

Chornomorska TC is located in the south of Mykolaiv region. The community's territory is washed by the waters of the Dnipro-Buh and Berezan estuaries on both sides.

Recently, the community planned to repair the shelter and the village school. The shelter is intended not only for students and staff, but also for the villagers. More than 25 million hryvnias are being sought for this purpose.

Mykolaiv also plans to overhaul secondary school No. 6. The tender for the works was held in February 2022, and the contract for the repairs was awarded to a person involved in a criminal case of misappropriation of budget funds.

Meanwhile, in Mykolaiv region, investigations are ongoing into the terrible conditions in the educational institutions that were subject to the monitoring inspection. In one of the special schools, many violations were found regarding the conditions of children's stay, including the lack of a proper toilet, showers and equipped classrooms.
