Business in Odesa region lost millions due to accounting errors

In Odesa and Mykolaiv regions, there were a significant number of cases of repeated re-signing of electronic documents, which leads to unnecessary costs and delays in business. At the same time, there are few such cases in Kherson region, and in Crimea, due to lack of data, this indicator was not recorded.

YouControl analysts, together with the Vchasno service , studied the industry specifics and regional distribution of re-signing documents and determined how this affects the work of enterprises.

Between April 2024 and May 2025, 57,762 users re-signed documents in the Vchasno.EDI system, of which almost 20,000 were accountants, which is about 33%. The largest number of documents re-signed by accountants is accounted for by companies in the wholesale trade (14.6%), transport and logistics (7.8%), and agriculture (7.4%).

According to analysts, thousands of accountants across Ukraine process and sign financial documents electronically every day. However, not all documents are signed on the first attempt. On average, each case of re-signing costs companies several hundred or even thousands of hryvnias due to time, labor costs, the risk of fines and delays in transactions.

The largest number of re-signed documents was recorded in Kyiv - 8,074 companies, which is 44.9% of the total. There was also significant activity in Kyiv (8%) and Dnipropetrovska (6.4%) regions. Among other regions, Kharkiv (6.2%) and Lviv (6%) account for a significant share. Among the southern regions, Odesa and Mykolaiv regions are particularly noteworthy, with a significant number of re-signed documents.

Thus, in Odesa region, the number of documents is 883, in Mykolaiv region - 201, and in Kherson region - only 40.

At the same time, in the temporarily occupied Crimea and Sevastopol, as well as in Luhansk region, there are almost no indicators.

The largest number of re-signing cases was recorded in wholesale trade (14.6%), followed by transport and logistics (7.8%) and agriculture (7.4%). Other important sectors include information technology (5.7%) and food processing (5.2%).

Other sectors with a notable number of repeat signatures include retail, healthcare, construction companies, real estate, engineering, advertising and marketing, pharmaceuticals, catering, and non-profit organizations. According to the analysts, these data show a wide range of industries where there is a need to adjust financial documentation.

At the same time, Odesa region has become one of the five leaders among Ukrainian regions in terms of the number of new individual entrepreneurs who have registered since the beginning of 2025. According to the Opendatabot platform, 5,908 new sole proprietorships were opened in this region, one of the highest figures in the country.

Among the southern regions, Odesa region is undoubtedly in first place: 2,161 new entrepreneurs appeared in Mykolaiv region during this period, and only 689 in Kherson region.
