Auditors start checking 182-million tender for road repairs in Kherson region

In Kherson region, Rostdorstroy won a UAH 160 million tender for road maintenance in Beryslav district. The agreement has already been signed, but auditors have found signs of irregularities and started official monitoring of the procurement.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early April 2025, the State Institution "Local Roads of Kherson Region" announced an open tender for the provision of services for the operational maintenance of public roads of local importance within the Beryslav district. The expected value of the procurement was UAH 182 million.

The auction was held on April 16. Two companies took part in the auction: Rostdorstroy LLC and Global Build Engineering LLC. Rostdorstroy submitted the lowest price offer of UAH 160 million, which is UAH 22 million less than the expected value. It was this company that was recognized as the winner of the tender.

On May 6, the state agency and Rostdorstroy LLC signed a contract for the work. However, less than two days later, on May 8, the Southern Office of the State Audit Service of Ukraine announced the start of monitoring of this procurement.

As stated in the official order of the State Audit Service, the basis for this decision was signs of violations of public procurement legislation identified in the course of analyzing information published in the Prozorro system. The monitoring covers the stages of contract conclusion and execution.

The relevant order was signed by Dmytro Krukovskyi, Head of the Southern Office of the State Audit Service in Kherson Oblast. Control over the inspection was entrusted to the Procurement Control Department, and the order itself has already been published in the electronic system.

According to the regulations, the results of the monitoring may lead to an order to eliminate violations or even to the termination of the contract if significant violations of the law are found.

In 2024, about 500 private companies received almost UAH 150.5 billion from the budget. Analysts of the Ukrainian online system YouControl found out which contractors received the most and which of them have political connections. In particular, Rostdorstroy, a company affiliated with the "Trust the Deeds" party of the mayor of Odesa, won tenders worth 7.6 billion hryvnias.
