Auditors check 60 million contract with road giant in Kherson region

In Kherson region, a company with a reputation for dubious contractors has been awarded another road repair contract worth more than UAH 60 million. The State Audit Service drew attention to the deal and demanded explanations.

According to the Center for Public Investigations, information about this is available in the electronic procurement system Prozorro.

It is a tender for the current repair of a local road that runs through Zahradivka, Kochubeivka, Davydiv Brid and goes to the border of Mykolaiv region. The inspection concerns the section between 30+130 and 36+500 kilometers in the Kherson region.

The client was the state institution LocalRoadsof Kherson Region. In June, a contract was signed with the sole bidder and winner of the tender, European Road Construction Company LLC, which consistently receives large road contracts without competition in southern Ukraine. The company agreed to perform the work for UAH 64 million, although the expected cost was UAH 66.4 million.

The contract with the contractor was signed on June 30, 2025, but on the same day, the Southern Office of the State Audit Service in Kherson Oblast issued an order to start monitoring the procurement. The reason was the need to check the validity of the expected cost, technical characteristics of the procurement item, and compliance of the tender documentation with current legislation.

On July 3, the auditors sent two inquiries to the client requesting explanations on the wording of the guarantee, budget justification and cost of the works.

The client has to respond within three business days via the Prozorro electronic system.

The auditors also emphasized that in case of refusal or delay, officials face liability under Article 351-1 of the Criminal Code of Ukraine ("Obstruction of the lawful activities of the state financial control body").

The repairs are scheduled to be completed by December 31, 2025.

According to youcontrol, the company was founded in 2008 in Donetsk under the name Altmost. In 2018, the company changed its structure, legal address to Kyiv region, and owner to Muslim Keloyev. Currently, the company is owned by his family, and its beneficiaries live in Odesa region. Among its main customers is the Infrastructure Restoration Service in Mykolaiv and Kherson regions.

The company and its owners have been repeatedly mentioned in journalistic investigations. The company is one of the three largest contractors that receive road contracts without open bidding. Since 2018, it has spent more than UAH 6.9 billion on public procurement.
