ARMA asks Odesa resident's firm to justify abnormally low price for management of sanatorium Oktyabr

The National Asset Recovery and Management Agency (ARMA) has held an auction to select a manager for the seized asset, the Zhovten sanatorium, which was won by MN Group, a limited liability company owned by Odesa resident Oleg Pochkin.

According to the ARMA press service, the agency is currently waiting for the bidder to justify the abnormally low price, after which it will begin a thorough analysis of the submitted documentation.

Five companies took part in the auction, and MN Group made the most favorable offer, but with an expected purchase price of UAH 300,000, the company agreed to manage the sanatorium for UAH 39,400. It made this offer at the second step of the auction. Initially, the company asked for 270 thousand for the services, and this offer was one of the most expensive.

The Zhovten sanatorium has a total area of 22,762.9 square meters and is located in the prestigious Koncha Zaspa district on Stolichne Highway, which makes it highly attractive for investment.

ARMA announced the first tender on June 2. Only two companies took part in it, whose actions, according to media reports, were coordinated with each other, and their connections led to Odesa businessman Borys Kaufman and Lviv-based Ihor Kryvetskyi. After the media outcry, the broadcast of Zhovten was suspended.

On July 1, the Agency announced the tender again, retaining the conditions that were criticized by the International Charitable Foundation "Rehabilitation Center "Maidan Hospital" and the Charitable Organization "Rehabilitation Center "Spirit". The charities called the conditions discriminatory.

According to the applicants, Zhovten Clinical Sanatorium LLC Ukrprofozdorovnytsia, which has been organizing the Zhovten sanatorium for over 30 years, does not meet the qualification requirements set by ARMA.

Similarly, all sanatoriums in Ukraine do not meet these discriminatory requirements, as well as 2,408 enterprises operating under the Classifier of Economic Activities 86.10 "Operation of hospitals" and 2,348 enterprises operating under the Classifier of Economic Activities 86.21 "General medical practice".
