An 80-year-old investor buys the shop of the Izmail Shipyard

The regional office of the State Property Fund of Ukraine in Odesa and Mykolaiv regions sold an asset in Izmail as part of small-scale privatization at half the initial price.

This was reported by an Intent correspondent with reference to the website Prozorro. Sale.

It is a shop of the Izmail Shipyard in the Kopana Balka neighborhood. The lot was put up for auction in the Netherlands with a starting price of almost 295 thousand hryvnias. The final bid amounted to 150.5 thousand hryvnias, which is equivalent to 3.4 thousand dollars today. The bid was made by Zoya Semenenko, born in 1946 in Kropyvnytskyi.



According to the YouControl analytical portal, the investor already owns three land plots and 14 real estate objects, including in Pivdenne and in Gulyaypole and Berdiansk district of Zaporizhzhia region. Interestingly, the registration contacts include the email and cell phone of a completely different person, also from Kropyvnytskyi - Iryna Kolomiets.

Judging by the companies in which she is a co-founder or director, her business interests include real estate construction and investment, wholesale trade, grain growing, and agriculture. In early March, the State Property Fund signed a sale and purchase agreement for the Izmail store with the successful bidder, Zoya Semenenko.

About the store

The 45.2-square-meter premises are located on the ground floor of a two-story residential building built in the 1950s. Once upon a time, workers of the Izmail Shipyard lived in the area and bought their groceries in this particular store.

The lot included the store itself, a pantry, a utility room, a bathroom, a kitchen and a corridor. The property was on the balance sheet of PJSC River Port Dunaisudoservice. The conditions for the sale of this property under small-scale privatization were approved by the State Property Fund's commission by order No. 61 of February 3, 2025.

Bidding background

The lot was first put up for sale in February 2025 with a starting price of just UAH 1. The law allows such a step in the absence of data on the property or if the value of the property is zero according to the documents and there is no conclusion on the value of the property. The minimum bid attracted 11 participants. The winner was a Kharkiv lawyer with an offer of UAH 627.6 thousand, but he did not pay for the property. Then there were several attempts to sell the asset, which was actively fought for by Oleksandr Perepelytsia, a member of the Podil City Council, and his wife. But the attempts to bring down the price were in vain. As a result, the State Property Fund paused the sale of the Izmail asset. Last fall, the sale of the lot, after an appraisal, started at UAH 589 thousand. There were several more failed auctions, and this one has already ended with the signing of the relevant documents.
