Ihor Koval, acting mayor of Odesa and secretary of the Odesa City Council, has increased his cash savings over the year and has also increased his bank accounts.
According to the Center for Public Investigations, the National Agency for the Prevention of Corruption published Ihor Koval's declaration for 2025, which states that he has UAH 200,000 and USD 25,000 in cash.
In his declaration for 2024, he had 190 thousand hryvnias and 20 thousand dollars. The cash savings of Natalia Koval, with whom he is not married but lives together, also increased from 45 thousand hryvnias and 5 thousand dollars in cash in 2024 to 50 thousand hryvnias and 6 thousand dollars in 2025.
The family also has more bank accounts - from five in 2024 to six in 2025 - and one foreign currency account with three US dollars. The family's total hryvnia savings in banks also increased - UAH 223.8 thousand in 2025 compared to UAH 222,653 in 2024.
Ihor Koval took up his duties as mayor on October 16, 2025. Prior to that, he held the position of Secretary of the City Council, which he retained after receiving the status of acting mayor.
The Koval family's income in 2025, as well as the year before, consisted of the salaries of Ihor Koval and Nataliia Koval and his pension. However, while in 2024 Nataliia Koval worked two jobs: at the Odesa National Polytechnic University as her main job and at the Odesa National University named after I. Mechnikov as a part-time job, in 2025 she worked only at the Polytechnic University, where she earned 374 thousand hryvnias for the year.
Ihor Koval continued to work part-time at ONU, where he earned 140.7 thousand hryvnias in 2025. Instead, he earned 1 million 378.3 thousand hryvnias as the secretary of the city council. He received another 275 thousand as a pension.
The data on real estate and vehicles in last year's and the year before last's declarations are identical. Ihor Koval owns a 216.6-square-meter apartment in Odesa, as well as 5% of another 82.5-square-meter apartment, which he owns together with Yelizaveta Koval. Natalia Koval is the owner: 599 square meters of land in the village of Kordon, Odesa district, and three apartments in Odesa of 83.3 square meters, 67.2 square meters, and 31.1 square meters. Since 2012, Natalia Koval has also owned an Audi Q5 made in 2012, and the family has no other vehicles.
