It was decided to provide an autonomous power supply to the Izmail kitchen factory

Deputies of the Izmail City Council at the 75th session held on April 10 unanimously supported the decision to conclude an additional agreement to the Memorandum of Cooperation between the city and the Conflict and Development Foundation.

The parties decided to supplement the existing memorandum with a new area of cooperation. It is the construction of a 2.5 MW gas cogeneration unit. It is expected to provide uninterrupted power supply to the kitchen factory and create an additional source of shunting power generation.

This step is necessary to ensure stable power supply to the facility during and after martial law. Mayor Andriy Abramchenko was authorized to sign the additional agreement on behalf of the community. The document will then be sent to the charitable organization for signature. The intention to build a kitchen factory in Izmail became known in 2024. The project is being funded by the Howard Buffett Foundation. Representatives of the organization, together with the city authorities, chose a 2-hectare plot for construction. It is located at the intersection of Vostochna and Lisova streets.

It is expected that the company will supply food to schools in Izmail and Safianivka community, and later the program will include educational institutions in Reni community. These are also new working cities for the community residents. In August 2025, during a working meeting on project implementation, the parties agreed on an action plan to start construction work. In particular, they discussed: changing the functional purpose of the land plot; granting permits for the development of project documentation; and amending the detailed plan of the territory. In September 2025, the city's education department ordered a local company, Geoinformservice, to prepare a land management project for the site for UAH 29 thousand. The work was to be completed by the end of last year.

The trend of building kitchen factories in the regions of Ukraine emerged as part of the school catering reform launched by Olena Zelenska. The kitchen factory is positioned as an innovative model of catering, approved by the government in 2023. It is a separate enterprise with its own facilities located outside the educational institution and cannot be located within or on the territory of the educational institution. The kitchen factory itself specializes in cooking and cooling food - the so-called "cook and chill" technology, i.e. when we cook, cool food and deliver it in this form to a large number of educational institutions within one or more territorial communities.

In 2024, we opened a kitchen factory in Bucha, Kyiv region. At the end of 2025, the construction of a similar facility was completed in Lozova, Kharkiv region.

The Conflict and Development Foundation is an American nonprofit organization that researches and promotes discussions about the relationship between conflict and international development. In Ukraine, the organization is known for its cooperation with the Howard Buffett Foundation and its support of communities.
