Ex-MP's company won the right to feed Tatarbunary schoolchildren without an auction

The Education Department of the Tatarbunary City Council in Odesa Oblast conducted a procurement to select a service provider for the organization of hot meals for pupils of preschool education institutions and students of general secondary education institutions.

According to the Center for Public Investigations, this was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, and the only participant was the Limited Liability Company "Boarding House with Treatment "AIFA".

The company has to organize the event by December 31, 2026:

This is not the first time the company has won the opportunity to feed schoolchildren in Tatarbunary. In 2024, the company won the right to feed schoolchildren in October, May and January without an auction. It also won the same right in 2025 without an auction.

According to the YouControl service, the company was registered in 2013 in Kyiv. The owners are Talia Mitish, Oleksandr Khalyapin, and Foat Guzairov. The latter was a deputy of the Izmail City Council from the Party of Regions in 2010-2015. Foat Guzairov also served as the head of the united Izmail control and audit department of the Control and Audit Department in Odesa region, which was engaged in financial audits of the use of budget funds in the region.
