Schoolchildren in Tatarbunary chose a company led by a former MP as a provider

The Education Department of the Tatarbunary City Council has conducted a procurement to select a company that will be paid to provide hot meals for pupils of preschool education institutions and students of general secondary education institutions.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with peculiarities, and the only participant was the Limited Liability Company "Boarding House with Treatment "AIFA".

The company has to organize the event by December 31, 2025:

• Provision of services for the organization of 3 hot meals a day for pupils of preschool education institutions aged 2-4 years - 32 thousand sets.
• Provision of services for the organization of 3 hot meals a day for pupils of preschool education institutions aged 4-6 years - 55 thousand sets.
• Provision of services for the organization of one-time hot meals for pupils of general secondary education institutions aged 6-11 - 134.4 thousand meals.
• Provision of services for the organization of one-time hot meals for students of general secondary education institutions aged 11-14 - 20 thousand 150 sets.
• Provision of services for the organization of one-time hot meals for students of general secondary education institutions aged 14-18 - 9 thousand 940 sets.

Aifa Nursing Home LLC was registered in 2013 in Izmail. The owners are Talia Mitish, Foat Guzairov and Oleksandr Khalyapin. Foat Guzairov is also the director of the company. He was also a deputy of the Izmail City Council when the company was established.

This is not the first time the company has won the opportunity to feed schoolchildren in Tatarbunary. Last year, the company won the right to feed schoolchildren in October, May and January without an auction.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Public Procurement Law. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, last year, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
