A session of the Mykolaiv City Council was adjourned due to a lack of quorum

Mykolaiv Mayor Oleksandr Senkevych adjourned the city council meeting on July 30 and announced a recess until August 6. 

The issue was that during the session, council members began disconnecting from the live stream or simply did not participate in the votes.

While 34 council members had registered at the start of the session and voting proceeded without major issues, just three hours later the mayor first stated that he might adjourn the session because the council members were not voting. However, it became clear that the session would have to be suspended when the council reached the agenda items concerning land. There were 88 such items; some were voted on separately, while others were planned to be grouped together and voted on as a block. 

In the end, however, the block of land-related issues remained unvoted on—with the exception of those put to a separate vote, some of which were also rejected. Ultimately, a roll call vote showed that 29 council members were present at the session. 

At the end of the meeting, Olena Kiselova asked the mayor to issue a formal instruction to provide her with information regarding the case of a citizen facing a land-related issue; however, due to the lack of a quorum, the mayor was only able to issue a standard instruction. 

This is not the first time the Mykolaiv City Council has had to adjourn due to a lack of quorum. For example, in 2025, for an entire month, the Mykolaiv City Council was unable to conclude its 47th regular session due to various reasons: postponements, cancellations, and the lack of a quorum. It was not until September 30, on the fifth attempt, that the council members were able to conclude the session, which had begun on August 28. 

In 2026, the problems with holding meetings continued. On April 30, despite the fact that council members had approved routine and budget matters, the consideration of land-related issues effectively fell through—some council members left the session hall, preventing the city council from securing the necessary number of votes. Following this, the mayor of Mykolaiv calledarecess and emotionally criticized the situation, stating that delaying the votes was preventing the session from concluding and complicating the city council’s work. Separately, the mayor stated that council members who do not wish to participate in the council’s work may voluntarily resign their seats.
