100 companies from Odesa region are under sanctions

Odesa region was ranked seventh in Ukraine in terms of the number of companies sanctioned by the National Security and Defense Council as of September 1, 2025.

According to the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations and the State Register of Sanctions, experts of the R&D Center YouControl calculated that there are 100 such companies in Odesa region.

In total, as of September 1, 2025, 2,242 Ukrainian companies that are not in a state of termination have been sanctioned by the National Security and Defense Council, both directly and through related parties. Most of the companies subject to direct and related sanctions are registered in Kyiv - 722 companies, in the temporarily occupied territory of Crimea - 496 companies, in Donetsk (299) and Luhansk (185) regions. A significant number of companies are also registered in Dnipropetrovs'k (119) and Zaporizhzhia (107) regions.

Almost 18% (449 companies) of the analyzed companies operate in the field of trade. Another 14% (351) are involved in the provision of other types of services, the vast majority of which are public organizations. The information and telecommunications industry involves 209 legal entities, and 207 companies are engaged in real estate transactions.

In 2022, 410 companies under sanctions declared a total revenue of over UAH 239 billion. By 2023, the number of such companies had dropped to 359, and their revenues had fallen to UAH 225 billion. And in the first quarter of 2025, 171 sanctioned companies earned UAH 65 billion.

Over the past 4 years, 315 companies in the sample have been directly affected by Ukrainian restrictive measures. Almost 65% (204) of them were sanctioned in 2021. Another 77 companies were included in the NSDC sanctions list in 2024. In all other years, the application of direct sanctions to Ukrainian legal entities was insignificant: in 2022 - 18, 2023 - 11, and in the first 8 months of 2025 - 5 companies, respectively.
