Millions, Ducatis and hectares: what the declarations of heads of medical institutions in Odesa hid

The heads of 32 municipal medical institutions in Odesa declared UAH 46 million in income and UAH 36 million in savings in 2025, most of which are kept in cash. The most notable declarations include millions in family income, thousands of square meters of real estate, and fleets of luxury cars and motorcycles.
The Center forPublic Investigations and Intent analyzed the annual declarations of the heads of 32 municipal non-profit healthcare enterprises of the Odesa City Council for the reporting year 2025.
The total income amounted to UAH 46.2 million - 22% more than the same officials declared a year earlier. The total savings amounted to UAH 36.2 million, 81% of which was in cash. Among the findings: a hospital director who owns six cars and more than two thousand square meters of non-residential premises, and a head of a polyclinic whose husband, an entrepreneur, earned UAH 6.6 million.
Before we report on the declarations, it is worth noting that several institutions were reorganized through mergers in 2023-2025. Four maternity hospitals were liquidated as separate legal entities: Maternity Hospital No. 2 and Maternity Hospital No. 4 became part of City Clinical Hospital No. 1 (director - Yevhen Krylov), Maternity Hospital No. 7 - of City Clinical Hospital No. 10 (Denys Sebov), and Maternity Hospital No. 1 - of City Clinical Hospital No. 11 (Mykola Turchyn). Separately, three dental polyclinics - SP No. 1, SP No. 4 and SP No. 5 - are merged with Dental Polyclinic No. 3, headed by Valeriy Shcherbatenko. Thus, several directors from the list are now managing the enlarged institutions, to which the assets of the liquidated institutions have been transferred.
Revenues increased by 22% over the year
The total income of 32 directors in 2025 amounted to UAH 46.2 million. For comparison: 31 executives who filed declarations in 2024 declared 37 million, which means the total amount increased by 22%.
Kateryna Patramanska, director of the Children's City Polyclinic #2, became the leader in terms of income. However, 87% of her family income is earned by her husband, Vitaliy Patramansky: 6.59 million hryvnias from entrepreneurial activities. Patramanska's own income is 961 thousand hryvnias (salary 790 thousand, pension 121 thousand, etc.). In 2024, the family declared 2.67 million, an increase of +186% due to the growth of the businessman's husband's income.
Ihor Shpak, director of Maternity Hospital No. 5, has a similar structure: 80% of his income (4.33 million) is earned by his wife, Viktoriia Baghdasaryan. The main part is 3.51 million in salary. Another 810 thousand are social benefits from the Dutch Benefits Service of the Ministry of Finance. Shpak's personal income is 1.06 million (salary, part-time job, pension). The total amount has not changed compared to 2024.
Iryna Holovatyuk-Yuzefpolska, director of the City Maternity Hospital No. 1 branch of the City Clinical Hospital, declared 2.84 million, of which 71% was accounted for by her husband, Yosyp Yuzefpolskyi: 1.84 million from business activities and 120 thousand from salary. Her own income is 824 thousand (salary and pension). The amount is stable: -1% until 2024.
Tetyana Chernenko, director of the Primary Health Care Center No. 4, declared 2.6 million, which is 38% more than in 2024. Her personal income is 996 thousand (salary) and 601 thousand from the sale of movable property. Her husband, Valeriy Gayevsky, declared one million hryvnias of entrepreneurial income.
Viktor Hoydyk, director of the Consultative and Diagnostic Center No. 20, declared 1.75 million, 25% more than a year earlier. His personal income is 1.39 million (salary of 1.21 million and pension of 178 thousand). His wife, Natalia Goydyk, declared 367 thousand in salary.
Savings: 81% in cash
The total savings of 32 executives amount to UAH 36.3 million. Of this amount, 29.5 million (81%) is cash. They have 6.4 million in bank accounts and no loans.
Maksym Holubenko, director of City Hospital No. 8, has the most savings: UAH 5.72 million. Of this amount, 5.3 million is 125 thousand dollars in cash, and another 400 thousand hryvnias in cash. Only 55 dollars and 15 thousand hryvnias are on the account. Compared to 2024, savings have increased by 209% (then it was 1.85 million). The entire amount is personal - there is no family in the declaration.
Ihor Shpak personally holds 70 thousand dollars and 25 thousand euros in cash (a total of 4.21 million hryvnias). His wife, Victoria Baghdasaryan, has 29,623 euros (1.48 million) on her account. A total of +22% by 2024.
Valeriy Shcherbatenko (JV #3) has 5.26 million divided between him and his wife Melnyk Olga Mykolaivna. The director personally holds: $5,000 and 115,000 hryvnia in cash, as well as $4,842, 12,182 euros and 610,000 hryvnia in accounts (total of 1.75 million). For his wife: 70 thousand dollars in cash (2.97 million) and another 450 thousand hryvnias and 1,800 euros on accounts (0.54 million). The amount is almost stable: +2% until 2024.
Viktor Hoydyk (CDC #20) - 5.18 million. Personally: UAH 3.1 million in cash. His wife, Nataliia Hoydyk, has 40 thousand dollars in cash (1.70 million), 6 400 dollars and 54 205 Czech crowns on the accounts (0.38 million in total). Growth of +14% by 2024.
Mykola Turchyn (City Clinical Hospital No. 11) - 3.37 million: 70 thousand dollars in cash (2.97 million) and 400 thousand hryvnias in cash. The entire amount is personal. Compared to 2024, it is -15% (then 3.96 million).
Eleven out of 32 leaders did not declare any savings, neither their own nor their family's: Olena Artyomova (DMCL #3), Dmytro Babenko (CDC #6), Natalia Bondarenko (DMP #5), Tetiana Bondarenko (DCCC), Olha Zbrozhyk (SPS), Valentyna Kartashova (baby home #1), Tetiana Kaftan (Primary Health Care Center #5), Larysa Marmusevych (DMP #3), Alina Suprunova (DMP #4), and Roksana Khokhlova (ML #5). Tetyana Chernenko (PHC #4) stands out separately - she did not declare any savings with an income of UAH 2.60 million.
Apartments and estates
Maryna Yasinovska, director of the Primary Health Care Center #2, has the most housing: 682 square meters of property. These are two apartments in Odesa (104 and 48 square meters) and a 530-square-meter manor house in Nerubaiske - all owned personally by the director. At the same time, Yasinovska does not declare any personal vehicles.
Iryna Holovatyuk-Yuzefpolska owns two apartments in Odesa with a total area of 419 square meters - equally divided between her and her husband, Joseph Yuzefpolsky (209 square meters each). Ihor Shpak owns real estate in Lymanets with a total area of 396 square meters, where he personally owns three properties.
Maksym Holubenko (ML #8) owns three apartments in Odesa with the area of 280, 57 and 48 square meters. - for a total of 385 square meters, all personal. Valeriy Shcherbatenko (JV #3) owns a 266 sq.m. house and a 116 sq.m. apartment in Odesa, a total of 382 sq.m., all personally.
The analysts took into account only the real estate owned by the declarants or their joint property. Housing used under a lease agreement or other right of use was not included in the total area, but such objects were also listed. For example, the director of City Clinical Hospital No. 1, Yevhen Krylov, lives in a 70-square-meter apartment in Odesa owned by Lidia Krylova. At the same time, Iryna Proskura, the head of the ICFMH, uses a 69-square-meter apartment owned by Lilia Cherepkova.
Six managers do not have any own or family housing in their declarations: Dmytro Babenko (CDC #6), Oleksandr Babenko (HIV/AIDS Center), Tetiana Bondarenko (DCCC), Tetiana Kaftan (PHC #5), Yevhen Krylov (MCC #1) and Roksana Khokhlova (MH #5).
Non-residential real estate
The leader in non-residential real estate is Maksym Holubenko (ML No. 8) with a colossal portfolio of 2,093 sq.m., all in Odesa, personally: five non-residential premises (840, 647, 247, 112 and 97 sq.m.), a garage and twelve objects of the "other" category (from 2 to 40 sq.m.). For a second, this is more than two thousand square meters of non-residential space per person.
Valeriy Shcherbatenko (JV #3) - 110 sq.m: 14 sqm personal and 95 sqm office for his wife Olga Melnyk, both in Odesa. Iryna Holovatyuk-Yuzefpolska - 47 sqm: two properties in Odesa (23 and 24 sqm), both owned by her husband Yosyp Yuzefpolskyi.
Roksana Khokhlova (ML #5) owns 42 sqm of non-residential premises. It is noteworthy that the property is located in Pokrovsk (Donetsk region). Mykola Turchyn (City Council Member #11) owns 19 sq.m: "other" 17 sq.m and non-residential premises of 2 sq.m in Odesa, personal.
The remaining 23 out of 32 heads did not declare any non-residential property.
Land is not for everyone
Valeriy Shcherbatenko declared 7.07 hectares of land. He owns only two small plots in Odesa (0.03 and 0.02 hectares). Seven hectares - two plots of 3.5 hectares each in the village of Hrynivka, Romny district, Sumy region - belong to his wife Olha Melnyk.
Kateryna Patramanska declared 3.65 hectares. She personally owns two plots in Odesa district (0.12 and 0.17 hectares). Her husband Vitaliy Patramansky owns 1.68 hectares in the village of Hnatkiv, Tulchyn district, Vinnytsia region.
Larysa Marmusevych (MP #3) - 0.26 hectares: 0.05 hectares personally in Odesa, another 0.21 hectares in Nerubaiske on her husband Mykola Proshkin. Iryna Holovatyuk-Yuzephpolska - 0.24 hectares: three plots in Odesa district - partly personally, partly in her husband's name. Ihor Shpak - 0.15 hectares in Lymanets, personally.
Eighteen out of 32 executives did not declare any land plots.
Ducati, Jaguar and a Chinese electric car
Maksym Holubenko declared six vehicles, all of which he owns personally: four cars (Pontiac Solstice 2008, Mitsubishi Pajero 2008, UAZ 31519 2004 and PVT100 2010), a Can-Am Roadster Spyder 2008 tricycle and a Ducati 2016 motorcycle. In addition, he uses two 2021 Audi E-Trons without ownership.
Olha Zbrozhyk (SPBD) declared three cars of her husband Oleksandr Stukalenko: Mercedes-Benz 311 CDI 2001, Mitsubishi Outlander 2007 and Jaguar I-PACE 2019 electric car. The declarant has no personal savings and no personal vehicles.
Olena Artiomova (DMCL #3) - Nissan Murano 2007 personally and Honda Accord 2013 for her husband Serhii Artiomov. Denys Sebov (ICL No. 10) - Nissan X-Trail 2016 personally and Nissan Micra 2013 for his wife Viktoriia Korotaeva. Ihor Shpak - Audi e-tron 2019 and BMW i3 2015, both registered to his wife Victoria Baghdasaryan.
Mykola Turchyn (ICL #11) does not have his own transportation, but he used the right to use Zeekr 001 2024, a Chinese business-class electric car owned by Oleh Turchyn. The right was issued from November 25, 2024 to November 25, 2025.
Seven executives did not declare any vehicles, neither their own nor their family's: Dmytro Babenko (CDC #6), Oleksandr Babenko (HIV/AIDS Center), Tetiana Bondarenko (DCCC), Tetiana Kaftan (Primary Health Care Center #5), Anatolii Stoyanov (CDC #29), Mykola Turchyn (City Clinical Hospital #11) and Maryna Yasinovska (Primary Health Care Center #2).
Interesting things from the declarations
Holubenko: sharp increase in savings. Director of City Hospital No. 8 Maksym Holubenko increased his savings from 1.85 to 5.72 million hryvnias (+209%) over the year. The basis is 125 thousand dollars in cash (5.3 million at the NBU exchange rate as of 12/31/2025). In addition, he owns more than two thousand square meters of non-residential premises in Odesa and six vehicles. No family members are listed in the declaration.
Patramanska: 87% of income is earned by her husband, an entrepreneur. In 2025, the income of the Patramanska family increased 2.86 times, mainly due to the entrepreneurial income of her husband Vitalii Patramanskyi (UAH 6.59 million).
Shcherbatenko: 7 hectares of his wife's land in Sumy region. The director of the Dental Clinic No. 3 declared 7.07 hectares of land, two equal plots in Hrynivka, Romny district, Sumy region, owned by his wife.
Horishchak: savings have fallen three times. The director of the State Medical Center No. 6, Serhiy Horishchak, reduced his declared savings from UAH 3.83 million to UAH 1.19 million (-69%). The entire amount was kept in cash.
Kuznetsova: a gift from her namesake. Alla Kuznetsova (City Psychiatric Dispensary) declared a gift in cash - 100 thousand hryvnias from Volodymyr Kuznetsov.
Thus, as we can see, thirty-two heads of municipal medical institutions of Odesa declared 46.2 million hryvnias of income and 36.3 million hryvnias of savings, which is 22% and 13% more than a year earlier. Eighty-one percent of the savings are kept in cash, a high percentage but lower than in Kherson (97% in 2025).
Maksym Holubenko tripled his cash savings over the year and owns more than two thousand square meters of non-residential property and six vehicles. Kateryna Patramanska is a leader in terms of income thanks to her husband's business, not her salary. Valeriy Shcherbatenko owns seven hectares of agricultural land in Sumy region. One third of the managers did not declare any savings.
