Cash, real estate and wife's business: what rectors of Kherson and Mykolaiv declare

Rectors of higher education institutions in Kherson and Mykolaiv regions declared a total of over UAH 17.6 million in income and UAH 25.6 million in savings. The Center for Public Investigations and Intent analyzed the financial reports of the heads of seven public universities in both regions for 2025.

The study covered the declarations of the rectors of Petro Mohyla Black Sea National University, Mykolaiv National Agrarian University, Admiral Makarov National University of Shipbuilding, Kherson State Maritime Academy, Kherson State Agrarian and Economic University, Kherson State University and Kherson National Technical University. Mykolaiv National University named after V.O. Sukhomlynskyi, which was included in last year's sample, was merged with Admiral Makarov National University in 2025.

Income: salaries, business, and gifts from relatives

The highest personal income in 2025 was declared by the rector of Kherson State University Oleksandr Spivakovskyi - UAH 2.5 million. His salary amounted to UAH 1.05 million, and his pension was UAH 262 thousand. He received another 1.1 million hryvnias in cash from his daughter Yevheniia Spivakovska, the same as in 2024. Back then, his income was 2.8 million hryvnias.

The rector of Mykolaiv National Agrarian University, Viacheslav Shebanin, earned slightly less - UAH 1.51 million. Of this amount, 957 thousand hryvnias were salary and 283 thousand hryvnias were pension. He received another UAH 208 thousand in interest from bank deposits. Compared to 2024, his personal income decreased by 134 thousand hryvnias.

Rector of Petro Mohyla Black Sea National University Leonid Klymenko declared UAH 1.33 million. This consisted of a salary of UAH 1.03 million and a pension of UAH 283 thousand. In 2024, his income amounted to UAH 1.69 million.

Yevhen Trushlyakov, head of the Makarov National University of Shipbuilding, received UAH 1.07 million, including UAH 788 thousand in salary and UAH 283 thousand in pension. This is almost as much as in 2024: he earned UAH 1.06 million then.

The rector of Kherson National Technical University, Olena Chepelyuk, declared UAH 960 thousand. Almost all of her income - UAH 889 thousand - came from salary. Compared to 2024, her income increased by UAH 171 thousand.

Yurii Kyrylov, Rector of Kherson State Agrarian and Economic University, earned UAH 890 thousand: UAH 697 thousand in salary and UAH 156 thousand in part-time income. A year earlier, he earned UAH 710 thousand.

The lowest personal income was declared by the rector of the Kherson State Maritime Academy, Viktor Husiev, who earned UAH 754 thousand. He received a salary in two places - UAH 401 and 146 thousand, another UAH 102 thousand from a part-time job, and UAH 41 thousand from bank interest. In 2024, his income amounted to UAH 594 thousand.

Oksana Nikitina, the wife of the rector of KhSAEU, has the highest family income. She earned 5.86 million hryvnias from entrepreneurial activities. The total income of the Kirillov family in 2025 is UAH 6.75 million. This is up from UAH 6.44 million in 2024.

Oleksandr Spivakovsky's wife received UAH 800 thousand in salary and pension. In total, the couple declared UAH 3.3 million, which is 200 thousand less than a year earlier.

The Trushlyakov family earned 1.92 million hryvnias. The rector's wife received 848 thousand hryvnias: UAH 432 thousand in salary, UAH 89 thousand in pension, UAH 238 thousand in income from entrepreneurial activity, and UAH 60 thousand in part-time work. In 2024, the family income amounted to UAH 1.63 million.

The total income of the Klymenko spouses amounted to UAH 1.69 million. Lyudmyla Klymenko received UAH 365 thousand in salary and pension. In 2024, their total income amounted to two million hryvnias.

The Chepeliuk family declared UAH 1.37 million. The rector's husband and another relative together earned 415 thousand hryvnias. Compared to 2024, the total family income increased by 463 thousand hryvnias.

Shebanin's wife received UAH 186 thousand - a pension and a small rental income. In total, the couple earned 1.7 million hryvnias, about the same as in 2024.

Husiev's wife declared 110 thousand hryvnias. The total family income amounted to 863 thousand hryvnias, which is 167 thousand more than in 2024.

Savings: cash is a priority

The total savings of the seven rectors increased by 42 percent, from UAH 18 million to UAH 25.6 million. Fifty-eight percent of this amount - 14.9 million hryvnias - is kept in cash.

The Spivakovsky spouses saved the most - UAH 9.12 million, which is 57 percent more than in 2024. The rector himself has accumulated UAH 6.31 million, and his wife - UAH 2.81 million. Seven million of the total amount is cash in dollars and euros. Another 1.24 million hryvnias is kept in an account in Polish zlotys - 104,949 PLN.

The Shebanins have kept 6 million hryvnias. Of this amount, 5.15 million is the rector's own savings. In particular, 1.6 million hryvnias are funds lent to private individuals whose data is not disclosed in the declaration (33,000 USD). The rector declared another 2.33 million hryvnias in the category "other" - foreign currency assets in the dollar equivalent without detail. In 2024, their savings amounted to 5.66 million hryvnias.

The Kirillov family's savings more than doubled from 2.1 million to 4.74 million hryvnias. The entire amount is $100,000 in cash ($50,000 each in two accounts). The rector did not declare any bank accounts.

Leonid Klymenko has kept 2.77 million hryvnias - all savings are in his own hands, his wife does not declare any monetary assets. Of this amount, UAH 2.52 million is cash in dollars and euros (USD 30,000 and EUR 25,000), and another UAH 249,000 is in a bank account in euros. Compared to 2024, savings have increased by 17 percent.

The Husiev family has 1.98 million hryvnias. Most of it - UAH 1.81 million - is kept in bank accounts.

Olena Chepelyuk and her family have accumulated 443 thousand hryvnias, which is 96 percent more than in 2024.

Yevhen Trushliakov declared savings of UAH 544 thousand for the first time. Of these, 420 thousand hryvnias are in a hryvnia account and 4,000 Canadian dollars (about 124 thousand hryvnias) are in a foreign currency account. In 2024, he did not declare any monetary assets.

Housing: a thousand square meters for the rector's family

Oleksandr Spivakovsky's family has the most living space (a total of 1,275 square meters). The rector himself has a 485-square-meter house and a 47-square-meter dacha in Kherson and Skadovsk district. His wife, Liubov Petukhova, has a 322-square-meter house and a 167-square-meter dacha in the same locations, as well as a 97-square-meter apartment, a 34-square-meter room in Truskavets, and a 123-square-meter apartment in Ivano-Frankivsk. The figures are unchanged from 2024.

The Shebanins have 408 square meters of housing. The rector has a 115-square-meter apartment and a house in Mykolaiv and Zolotonosha, and his wife has a 293-square-meter apartment and a dacha in Mykolaiv and Chornomorets. This data has not changed since 2024.

Klymenko's apartment building in Mykolaiv is 326 square meters. His wife's apartment is 58 square meters in the same city. The total is 384 square meters, which is the same as in 2024.

Kirillov and his wife have 320 square meters of living space. The rector has a 68-square-meter apartment in Kherson. His wife Oksana Nikitina declares a 138-square-meter house in Chornobaivka and two apartments. One of the family members did not provide information about a 46-square-meter apartment. In 2024, Nikitina bought a new apartment for 4.8 million hryvnias.

Yevhen Trushliakov and his wife have two apartments in Mykolaiv - 66 and 52 square meters. The total area is 119 square meters, the same as the year before.

Olena Chepelyuk has two apartments - 41 square meters in Kherson and another, the location of which is not specified. The rector's husband has a small house of 22 square meters in Antonivka. The total is 100 square meters. In 2024, the rector bought a new apartment for UAH 3.1 million.

The Husyevs have the smallest amount of their own housing: 62 square meters. The rector's wife owns an apartment in Naddnipryanske, Kherson region. In addition to her, the rector declares three more apartments without ownership: one in Kherson as a place of registration (service housing), two in Mykolaiv with an area of 66 square meters each - rented from third parties whose data are not disclosed in the declaration.

Land: fixed assets

The land assets of rectors in 2025 did not change compared to 2024.

The Shebanins have the most land: 4.4 hectares, seven plots. The rector has two plots of two hectares each in the Bashtanka district. His wife owns four plots with a total area of more than 0.4 hectares in Mykolaiv, Kyriakivka, Pokrovka and Chornomorets.

The Kirillov and Klymenko families declared 0.34 hectares of land each. Kyrylov has three plots in Kherson region: in Solontsi, Strilkove and Chornobaivka. Klymenko, like last year, declared one plot of 890 square meters in Mykolaiv.

The Spivakovskys have six plots with a total area of 0.28 hectares - in Kardashynka, Skadovsk district, and in Kherson. The Chepelyuk family declares two plots of 0.14 hectares in Antonivka and Radensk. The Trushlyakovs have 0.1 hectares in Voskresensk and Mykolaiv.

Husiev, like last year, does not declare any land plots.

Non-residential real estate: garages remain unchanged

Non-residential real estate was declared by three of the seven rectors, the same as in 2024.

For the second year in a row, Shebanin has indicated his own garage, his wife's garage, and a parking space - a total of 54 square meters. Gusev's wife has a 44-square-meter garage. The Spivakovsky family has a parking space and a garage totaling 34 square meters.

Cars: a truck and a premium car

In 2025, the rectors' vehicle fleet remained unchanged.

Two rectors have two vehicles each. Klymenko has a 2006 Mercedes-Benz Atego 1523 and a 2019 Mitsubishi Outlander, both owned by his wife. Olena Chepeliuk has a 1997 Hyundai Porter and a 2013 Nissan Leaf, also owned by her family.

The rest of the rectors declare one car each. The Spivakovsky family owns a Mercedes-Benz S 400 d 4MATIC long 2022. Kirilov declares a 2015 Volvo XC60 owned by his wife and a boat Brig. The most unexpected in the declarations

Yuriy Kirilov's savings have more than doubled - from 2.1 to 4.74 million hryvnias. The rector did not declare the entire amount - $100,000 in cash - or any bank accounts. At the same time, 87 percent of the family's total income - 5.86 million hryvnias - came from the entrepreneurial activities of his wife, Oksana Nikitina. The rector's own salary of UAH 697 thousand is only one tenth of the total family income. It is worth noting that one of the family members did not provide information about the 46-square-meter apartment listed in the declaration.

Viacheslav Shebanin's savings of UAH 6 million are 3.5 times higher than his total annual income of UAH 1.7 million. Of these six million, 1.6 million hryvnias were lent to third parties, and more than two million hryvnias are recorded in the "other" category without any details.

Oleksandr Spivakovsky's savings increased by 57 percent and reached UAH 9.12 million. Of this amount, seven million is cash in dollars and euros, and another 1.24 million is an account in Polish zlotys. As we can see, the total savings of the seven rectors in 2025 increased by 42 percent and exceeded UAH 25.6 million. Fifty-eight percent of this amount is kept in cash. The biggest jump is in the Kirillov family. All 4.74 million hryvnias are exclusively cash with no bank accounts. The Spivakovsky family increased their savings by 57 percent, to UAH 9.12 million, of which seven million is in cash and another 1.24 million is in a Polish zloty account. The main source of income for the Kirillov family is his wife's business, which brought in UAH 5.86 million. The rectors' land assets and non-residential real estate remained unchanged compared to 2024.
