In the financial disclosures of Odesa officials, journalists discovered apartments and plots of land in Russia, as well as savings in rubles. Some properties were inherited after the full-scale war began, while others had been owned by the officials themselves or their relatives for years.

Intent analyzed 17,543 declarations for 2025 filed by individuals who listed Odesa as their place of residence, as well as by officials and deputies of city, regional, and district authorities.

For the study, the researchers examined information on family members, citizenship, property, income, savings, bank accounts, and business interests, and compared this data with declarations from previous years.

In June 2024, Yuriy Klechkovsky, acting director of the research station at the Institute of Plant Protection of the National Academy of Agrarian Sciences, inherited a 54.8-square-meter apartment in Russia. In his annual declaration, he valued it at 1.8 million hryvnias, while in his notification of significant changes, he listed it as 2 million hryvnias.

The apartment had previously belonged to his mother, who also held funds in rubles in bank accounts. The apartment was not listed in the 2023 declaration, but it reappeared in the following year’s report—this time as Klechkovsky’s property.

Another official acquired real estate in Russia after the start of the full-scale war. Tetyana Nuzhdenko, head of the department for handling citizen inquiries at the Peresypskyi District Administration of the Odesa City Council, inherited half of a 57.5-square-meter apartment on March 11, 2023. She estimated the value of her share at 248,000 hryvnias.

In a conversation with Intent, Nuzhdenko explained that the inheritance was processed by power of attorney and that she does not pay the utility bills for the apartment. According to her, the other listed co-owner has not yet accepted the inheritance. The official also stated that she does not want to do anything with this property because she is currently in Ukraine.

Other officials acquired Russian real estate earlier. Olga Dotsenko, head of the personnel and awards department of the Odesa Regional Council, inherited an apartment, a garage, and a plot of land in 2021.

Natalia Mudrova, head of the procurement sector in the Odesa City Council’s Department of Health, declared an apartment with an area of 48.7 square meters, the ownership of which she acquired in 2012.

Tetyana Oliinichenko, head of the judicial statistics division at the Odesa District Administrative Court, has been declaring a share of an apartment since 2013.

Real estate in Russia also appears in the declarations of Dmitry Stryshkov and Alexander Yagenich, employees of the Main Directorate of the National Police in the Odesa region. The apartments belong to their wives, who acquired the properties in 2006 and 2013, respectively. Stryshkov’s wife and stepdaughter hold Russian citizenship.

Dmytro Kuzmishkin, former deputy director of the “Pivdennyi” seaport, also declared an apartment in Russia that has belonged to his wife—a Russian citizen—since 1996.
