Kherson suspects ASC employee of fraud worth millions

In Kherson, law enforcement officers exposed a possible scheme of illegal re-registration of property through state registries. Under the procedural supervision of the Kherson Regional Prosecutor's Office, a 43-year-old resident of the region was served a notice of suspicion of unauthorized actions with information (Part 3 of Art. 362 of the Criminal Code of Ukraine).
According to the Kherson Regional Prosecutor's Office, according to the investigation, the suspect worked as a state registrar at the Center for the Provision of Administrative Services of one of the village councils of Kherson district. In August 2023, having access to the State Register of Real Property Rights, she made unauthorized changes to it.
The investigation found that she used notarized powers of attorney and forged extracts from city council resolutions. A trustee allegedly acted on behalf of three community members who applied to the ASC to register ownership of land plots for construction.
Despite the absence of such plots in the State Land Cadastre and the non-compliance of the submitted documents with the requirements of the law, the suspect carried out state registration of private property rights.
As a result of these actions, the territorial community suffered losses in the amount of almost UAH 2 million.
Earlier, Intent wrote that in Kherson region, a case against an organized group of four people who tried to illegally appropriate land plots of more than 300 hectares and worth more than UAH 17 million was brought to court.
In addition, following the intervention of the prosecutor's office, 80 hectares of land worth almost UAH 2 million were returned to the Kherson community. One of the companies leased the land for production activities related to landscaping in Kherson and the region. However, contrary to the current legislation and the terms of the agreement, the lessee did not pay the rent during 2022-2024, owing money to the local budget.
Kherson prosecutors also defended in court the state's right to forest land plots with a total area of more than 42 hectares. And the Oleshky District Prosecutor's Office ordered the local government to organize the work on the in-kind delineation of the natural reserve fund object - the Sophiyivsky Botanical Reserve of local importance.
