How condominiums can minimize the cost of energy security: step-by-step instructions

In Ukraine, the government has expanded the scope of energy support programs for condominiums and housing cooperatives. From now on, condominium associations can combine grant assistance and soft loans to purchase the same energy equipment.

According to the Ministry of Communities and Territories Development of Ukraine (MinDevelopment), this will allow an apartment building to become energy independent and ensure that elevators, pumps, lighting and security systems work during power outages. The relevant changes to the program were approved by a government resolution prepared jointly by the Ministry of Development and the Ministry of Economy. The document expands the possibilities of the grant component and simplifies the rules for participation in the program.

"A grant and a loan are two complementary tools that together allow us to fully or almost fully finance the necessary equipment for energy autonomy of a house," said Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine - Minister of Development of Communities and Territories of Ukraine.

It is noted that in this case, the grant component through the Energy Efficiency Fund can cover: up to 70% of the cost of solar power plants, energy storage systems and heat and pump systems, up to 50% of the cost of generators.

The amount of grants is

  • up to UAH 1 million for the installation of a generator;
  • up to UAH 4 million for the installation of a solar power plant (up to UAH 2 million for houses with a total area of less than 8000 square meters)
  • up to UAH 4 million for the installation of an energy storage unit (up to UAH 2 million for houses with a total area of less than 8,000 square meters);
  • up to UAH 2 million for the installation of a heat pump.

At the same time, the loan component allows financing the part of the equipment cost that is not covered by the grant: HOAs can also take advantage of preferential lending at 0% in 43 partner banks of the state program "5-7-9%". The maximum loan amount is up to UAH 3 million for up to three years.

Loan terms and conditions

  1. loan amount - up to UAH 3 million
  2. term - up to 3 years;
  3. interest rate - depends on the year of loan servicing:
  • 1 year - 0% per annum
  • 2 years - 5% per annum
  • 3 years - 7% per annum

Officials emphasized that the combination of grants and loans is intended to reduce the financial burden on co-owners and accelerate the implementation of energy-efficient solutions in apartment buildings.

How to use the program

  • Hold a general meeting of co-owners or convene a board of condominiums (if such an option is provided for in the condominium charter);
  • Make a decision to participate in the Program;
  • If you need to take out a loan, you can apply to any bank from the list. If this bank is not a partner bank of the Fund, then you need to contact any of the partner banks and open an account there, where the compensation (grant from the Fund) will be transferred;
  • Submit Application No. 1 and supporting documents to the Energy Efficiency Fund;
  • The Fund will notify the applicant of the decision (approval / revision / rejection of the Grant Application) within 5 working days from the date of its registration;
  • After approval of the application, the HOA independently determines the supplier/contractor, purchases equipment and materials, and performs all necessary work;
  • Submit to the Energy Efficiency Fund application No. 2 (on completion of works) and supporting documents;
  • Within 7 business days after the application is approved, receive a grant to an account in a partner bank.
