The wives of Mykolaiv oblast mayors are buying up hectares of land and foreign real estate on a massive scale, while the officials themselves officially report on old trailers and Soviet rarities. The mayor of Mykolaiv with millions in income and bitcoins is among the leaders, while mayors of district centers are actively registering premium crossovers and commercial centers for their relatives.
The Centerfor Public Investigations, together with Intent, analyzed the declarations of mayors of Mykolaiv region. The rating includes reports from the mayors of Bashtanka, Voznesensk, Mykolaiv, and Pervomaisk.
Mykolaiv Mayor Oleksandr Senkevych became the favorite in terms of income of the mayors of Mykolaiv region with 9.6 million. Of this amount, 1.17 million is salary, which in 2024 amounted to UAH 946 thousand. The total income of the official's wife amounted to 8.4 million, of which 5.3 million was business income and more than 800 thousand was salary. Last year, the total income of the Senkevych family amounted to UAH 7.6 million.
The second place was taken by Bashtanka Mayor Oleh Berehovoi with an income of UAH 7.7 million. The total income of his family in 2024 amounted to UAH 4 million. During the year, the official received UAH 658,953 in salary, and his wife earned UAH 7.1 million from business, 240 thousand from the sale of a car, 100 thousand from the sale of a land plot, and 37,044 from the lease of property. Last year, the mayor's salary amounted to UAH 854,030. He also declared UAH 1,167 in state payments under theNational Cashback program and UAH 1,000 in assistance under the Winter Support program.
The third highest income earner is Pervomaisk Mayor Oleh Demchenko, whose income amounted to UAH 1.6 million (last year it was UAH 2.3 million). Of this, his salary for the year amounted to UAH 1.29 million and a pension of more than UAH 336 thousand. For comparison, he received UAH 1.3 million in salary, UAH 423 thousand in pension, and another UAH 50 thousand in income from the sale of property. The official's wife received income from entrepreneurial activity in the amount of UAH 415,525. She also received a pension of UAH 16,733.
The last place in our ranking was taken by the mayor of Voznesensk, Yevhen Velychko, with 728,752 annual income, which in 2024 amounted to more than 1 million. In addition, he received 400 thousand from the sale of movable property, most likely a VOLKSWAGEN PASSAT CC, which is present in the declaration for 2023.
In terms of savings, Oleksandr Senkevych is undoubtedly the leader, with the equivalent of more than UAH 4 million in savings. His wife has USD 75,000 in cash, and she has more than UAH 11,000, USD 1,101, and EUR 8,589 in banks. She also has more than 25 thousand hryvnias worth of bitcoins. Last year, she kept 93.9 thousand hryvnias, 12.2 thousand dollars, 7 thousand euros, and more than 10 thousand zlotys in her bank accounts.
Voznesensk Mayor Yevhen Velychko took the second place in our ranking, with total savings of over UAH 3.8 million. He keeps 327 thousand hryvnias in cash, over 74 thousand dollars and 7 thousand euros. The mayor has 37.2 thousand dollars in his accounts. Last year, he declared 267 thousand hryvnias and 7 thousand euros. In addition, he and his wife had 782 thousand US dollars in cash.
The third place was taken by Bashtanka Mayor Oleh Berehovoi, who saved UAH 2.3 million. He does not keep anything on his accounts, keeping 140 thousand hryvnias in cash, while his wife has 1.2 million hryvnias and 25 thousand US dollars. Last year, the savings of the official's wife amounted to 1.5 million hryvnias and 25 thousand dollars, and the mayor himself had 140 thousand hryvnias.
The mayor of Pervomaisk, Oleh Demchenko, took the last place with total savings of UAH 3.6 million. The mayor's family has over 600 thousand hryvnias, 25.2 thousand dollars, and 5 thousand euros in their accounts. The family currently has 400 thousand hryvnias, 25 thousand US dollars and 5 thousand euros in cash. Last year, they kept more than UAH 314 thousand in their accounts. The family's cash reserves were also considerable: Demchenko had 100 thousand hryvnias and 10 thousand dollars, and his wife Iryna had 300 thousand hryvnias, 15 thousand dollars and 5 thousand euros. As you can see, the family has slightly more savings.
The Demchenko family's declaration includes significant assets: apartments in Kharkiv, commercial real estate and land in Pervomaisk, mostly registered in the name of his wife or in joint ownership.
The mayor of Pervomaisk, Oleh Demchenko, officially owns only a modest 36.2 m² apartment purchased twenty years ago for symbolic money; the real scale of the family's assets is revealed at the level of his wife, Iryna. She is the one who owns the bulk of the real estate, the geography of which extends from Kharkiv to Pervomaisk. In particular, in Kharkiv, the mayor's wife owns a 91.2 m² apartment and a share in another 113.1 m² property, where the housing is divided among several co-owners. In order to have a place to park her cars, in 2017 Iryna Demchenko registered three parking spaces in the regional center.
The family's commercial block in Pervomaisk is itself built on a partnership: the mayor's wife owns a quarter of a huge store with a basement of more than 1285 m². The situation is similar with the land under this facility: a 1552 m² plot worth UAH 279 thousand is equally divided between Iryna Demchenko and three business partners. In addition, the wife leases two plots from the city council headed by her husband, one of which - with an area of 210.3 m² - came into use only in 2024.
An interesting aspect of the declaration is "free use". Despite the impressive property, the mayor's family has been living in a large 210.7 m² house in Pervomaisk since 2019. This property, along with the land, is officially registered in the name of Anna Yurchenko, but it is the mayor and his wife who use it as their main residence for free. Thus, while the official formally owns only an old "one-room" apartment, his family life and business are surrounded by thousands of square meters registered to his relatives and partners.
While the mayor of Bashtanka , Oleksandr Berehovoi, has been accumulating non-residential buildings and residential real estate for years, his wife, Yelyzaveta, has focused on large-scale commercial facilities and hectares of land. Since 2008, the mayor himself has owned a 145.7-m² building and a small 49.5-m² house. Later, another house of 65.1 m² was added to his assets, and the official's real "land appetite" awakened in 2021. At that time, the mayor purchased two plots of 637 m² and 363 m², along with a large non-residential building of 243.6 m². Already in 2024, Berehovoi added another 1000 m² of land to his property, while continuing to rent a modest hundred square meters from his own city council.
However, the figures in the declaration show that the main assets of the family are concentrated in the hands of his wife. She owns the most capital assets: from a 251.84 m² building in Bashtanka to a 46.2 m² office in Mykolaiv and a 44 m² apartment. The real scale is felt in the agricultural sector - in just two years, the mayor's wife has acquired two giant plots of land of 55,261 m² and 16,047 m², effectively concentrating more than seven hectares of land in her hands. The Beregovykh family's assets continue to grow: in 2023, they acquired a 101.7 m² property in Pyatikhatky, and in 2025, a 426.8 m² commercial center in Pervomaisk, which cost the family two million hryvnias.
The third palm branch of our rating went to the mayor of Mykolaiv. Mr. Senkevych owns two land plots of 1000 m² each in Mykolaiv, which he acquired in 2011 and 2013. The mayor's residential real estate in the city consists of two apartments: 54.5 m² and 69.9 m². In addition, the mayor uses a 220.7 m² residential building owned by Hanna Hadzhyoglo and the corresponding land plot under it.
The mayor's wife has assets in Nova Kakhovka, Kherson region. There, she owns a 2622 m² land plot and a 261.2 m² building complex. She also owns a share in a 66 m² apartment with her relatives.
However, the most notable changes in the family's wealth occurred outside of Ukraine. In 2024, Kateryna Senkevych rented a 112 m² apartment in Poland, where she lives with her children. And in September 2025, she became a full-fledged owner of a home in Poland: an apartment of 74.64 m², as well as a garage space and a storage room with a total area of 12.5 m², appeared in the declaration.
And the last place in this block was reserved for the mayor of Voznesensk, Velichko. The family's declaration lists two properties with different ownership and use rights, but their value is not specified.
In particular, in 2016, Yevhen Velychko became the owner of a 20,000 m² land plot in the Prybuzka community in Mykolaiv region. Also in 2019, he declared a 137.7 m² residential building in Voznesensk. Formally, it belongs to Alla Velychko, but in fact, the whole family lives there - the declarant himself, his wife and children.
Yevhen Velychko's transportation arsenal includes seven vehicles, most of which are commercial vehicles and heavy trucks purchased before he was elected to office. The peak of activity in the formation of the fleet was in 2017. At that time, the future mayor took ownership of four FIAT DOBLO cars (produced in 2011-2014) at once. Among them are both classic passenger vans and purely cargo modifications. Interestingly, despite the official registration of ownership, the cost of any of these FIATs is not indicated in the reports.
Subsequently, in 2018-2019, Velychko switched to a larger size by purchasing two MAN trucks: a more compact TGL 7.150 and a powerful 26.414. The situation with the price repeated itself - the declaration does not contain data on how much these vehicles cost at the time of purchase.
The only car the mayor did not disclose the cost of is the 2020 Toyota RAV-4 HYBRID. This crossover appeared in the official's possession in August of the same year, just before the local elections. According to the documents, the purchase cost Velychko UAH 1 million 188 thousand. Thus, having at his disposal six commercial vehicles of unknown value, the mayor chose a modern Japanese hybrid for his personal travels, which became the most expensive declared object in his garage.
The transportation issue in Oleksandr Berehovoi's family was resolved in favor of the Czech car industry, although officially the mayor himself looks much more modest than his wife. According to the declaration, the mayor owns only an old cargo trailer made in 2008. At the same time, the bulk of the family car fleet is concentrated in the hands of Yelyzaveta Berehova, who has two modern crossovers registered in her name.
In particular, the 2021 Skoda Kodiaq crossover was purchased new in the year of its release, paying more than UAH 1.06 million for it. Subsequently, in March 2023, the mayor's wife's ownership was replenished with a more compact Skoda Kamiq model for UAH 941 thousand. Thus, while the mayor of Bashtanka officially owns only a vehicle for cargo transportation, his wife has acquired two cars worth about two million hryvnias over the past few years.
Mykolaiv Mayor Oleksandr Senkevych's declaration of assets includes an Indian Scout Bobber motorcycle. This vehicle appeared in the official's possession in 2024 and cost about 223 thousand hryvnias.
No new acquisitions were recorded in the reporting period. The issue with the car remains unchanged: the mayor does not have his own car, and his wife continues to drive a Volvo XC90, which she leases.
Pervomaisk mayor Oleh Demchenko's declaration shows two contrasting vehicles. Officially, since 2011, the official has owned a rare 1964 GAZ M21, which at the time of purchase was estimated at only UAH 3,000.
At the same time, the family uses a much more modern and expensive car - a 2013 PORSCHE Cayenne. This car was purchased by the family in 2019, and its value according to the documents is UAH 400 thousand. Thus, while the mayor's personal car fleet is limited to Soviet classics, the family uses a German premium crossover for everyday needs.
Despite the official modesty and old Soviet cars in the mayors' garages, their entourage continues to build up their wealth through large-scale family businesses and foreign investments. After all, the millions in crypto assets declared, new apartments in Poland, and hectares of farmland show that the family wealth of Mykolaiv mayors is steadily growing even in the most difficult times for the country.
