The Pension Fund of Ukraine concluded a contract for the delivery of pensions and benefits with Ukrposhta for almost UAH 16 million in Kherson region without a tender or auction.

The Center for Public Investigations learned about this from the Prozorro public procurement system.

Thus, the Main Department of the Pension Fund of Ukraine in Kherson region signed an agreement with Ukrposhta for the provision of services for the payment and delivery of pensions, housing subsidies and benefits for 2025. The total value of the contract amounted to UAH 15 million 883 thousand.

The contract was signed on December 30, 2024, without the use of an electronic procurement system. According to the document, the services will be provided from January 1 to December 31, 2025.

Under the contract, Ukrposhta will deliver pensions, cash benefits and other social payments to the recipients' places of residence. The terms of the contract also take into account the possibility of providing international postal services, which will allow Ukrposhta to serve Ukrainians temporarily residing abroad.

The contract is based on the tariffs approved by the Cabinet of Ministers of Ukraine.

In the South of Ukraine, pensioners receive pensions that are lower than the national average. According to the Pension Fund, as of October 1, 2024, the average pension in Ukraine is UAH 5,852.

In particular, in Odesa region, pensioners receive UAH 5,596.63, in Mykolaiv region a little less - UAH 5,516.57, and in Kherson region - UAH 4,958.17.

As for the temporarily occupied territories of Ukraine, for example, in Crimea, Russian pensions turned out to be meager payments. This is primarily due to the fact that people are unable to confirm their work experience. Another reason is the lack of a Russian passport.
