Top savings of Mykolaiv hospital managers: who keeps millions

The heads of municipal healthcare facilities in Mykolaiv declared UAH 12.88 million in savings as of 2025. The vast majority of funds - over 95% - are kept in cash.

This data was published by the Center for Public Investigations and Intent after analyzing the declarations of 14 heads of city medical institutions.

In total, the medical managers declared UAH 12.21 million in cash savings and only UAH 670 thousand in bank accounts. No loans were recorded in the declarations.

The largest savings were declared by Denys Kurylo, acting director of Primary Healthcare Center #2, with UAH 3.27 million. He keeps almost all his funds in foreign currency: 36.4 thousand US dollars and 34.4 thousand euros. The official has about 62 thousand hryvnias in his bank accounts. Compared to the previous year, his savings increased by 66%.

The second place was taken by Yuriy Dyachuk, director of City Hospital No. 3, with savings of UAH 3.21 million. Most of the funds are also kept in dollars and euros, both by the official and his wife.

The third result was demonstrated by Ruslana Bernatska, the former acting director of Primary Health Care Center No. 1, who declared UAH 2.94 million in cash. Her savings increased by 77% over the year.

Among other managers, Tetiana Hanusovska, acting director of Primary Healthcare Center No. 6, has significant savings - UAH 851 thousand, and Liubov Savchuk, director of City Children's Hospital No. 2, keeps one million hryvnias in cash.

At the same time, three heads of medical institutions - Oleh Ishchenko, Hanna Petrova, and Serhiy Motuz - did not declare any savings.

The authors of the study draw attention to the differences in approaches to keeping money. While Denys Kurylo and Yuriy Dyachuk prefer dollars and euros, Ruslana Bernatska keeps almost three million hryvnias exclusively in the national currency.

Recently, Intent wrote that the heads of municipal non-profit healthcare enterprises in Mykolaiv declared more than UAH 27.9 million in income for 2025.
