The Odesa Regional State Administration selected a bus supplier for 109 million without an auction

The Department of Education and Science of the Odesa Regional State Administration conducted a procurement process to select a supplier of school buses for a total amount of 109.2 million hryvnias.

This information was published on the Prozorro e-procurement platform.

 The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Ukravto Odesa.” If the contract is signed, the company will be required to provide the regional administration with 26 school buses. Funding for the procurement comes from two sources, both of which are subsidies. Specifically, 75 million 134 thousand hryvnias will come from the state budget as a subsidy under the Ukraine Facility program, and another 34 million 66 thousand hryvnias will come as a subsidy. The buses are to be delivered by December 8, 2026.

The buses are expected to have a capacity of 17–40 seats, with appropriate markings, a diesel engine, and at least two seats designated for people with disabilities.

According to the YouControl service, Ukravto Odesa LLC was registered in the village of Usatove, Odesa Oblast, in 1993. The owner is Tariel Vasadze from Kyiv, and the founders are his own company, Ukrainian Automobile Corporation LLC.

Ukraine Facility is a financial support program for Ukraine from the European Union. Between 2024 and 2027, 50 billion euros from the EU will be allocated to finance the state budget, stimulate investment, and provide technical support for the program’s implementation.

 In April 2026, the new low-floor buses in Mykolaiv had already reached the final stage of preparation before launch—the city had effectively received modern vehicles to upgrade its routes. This involves a fleet of vehicles worth up to 4.5 million euros, for which temporary permits have been issued to operate on the routes.
