The monopoly company again received hundreds of millions for Mykolaiv region roads without competition

The Odesa-based monopoly company Rostdostroy, owned by Odesa City Council member Yuriy Schumacher, continues to receive large road contracts in the Mykolaiv region without competitive bidding.

According to the Center for Public Investigations, this time it is about additional work on the maintenance of national highways worth almost UAH 300 million.

The Mykolaiv Oblast Infrastructure Restoration and Development Service is preparing to sign a contract with Rostdorstroy. The only bidder submitted an offer of UAH 275.56 million, which became the final one. The intention to sign the contract was officially announced on May 23, 2025.

According to the project, the works include the maintenance and repair of state roads in Mykolaiv region with a total length of 689 km. The planned works include laying leveling asphalt concrete layers, milling the old pavement, strengthening roadsides, cleaning seams and sealing deformation joints, as well as garbage collection and transportation of materials.

The ultimate owners of Rostdorstroy LLC are Yuriy Shumacher, a member of the Odesa City Council from the Trust the Deeds party, and businessman Yevhen Konovalov. The company has longstanding ties to the political force of Odesa Mayor Hennadiy Trukhanov.

According to YouControl, the company has been operating since 2005 and specializes in the construction of roads and highways. It has been the subject of journalistic investigations more than 20 times and has already earned more than UAH 84 billion from public tenders.

In January 2023, the Commercial Court of Odesa Region considered a lawsuit filed by the regional prosecutor's office against Rostdorstroy. Despite the postponement of the work due to the full-scale invasion, the prosecutor's office claimed that the repairs had not begun, although the contractor was to receive more than UAH 500 million.

Intent wrote that the NACP found inaccurate data in Yuriy Shumakher ' s declaration, he declared UAH 20.7 million in cash, but the audit showed that after transferring significant amounts of financial assistance to the company's accounts in 2023, the balance could not exceed UAH 9 million.
