The mayor of Odesa appointed a new advisor without a competitive selection process

Igor Koval, the acting mayor of Odesa, has appointed Vladislav Nevesely as his advisor. Nevesely was appointed to the position without a competitive selection process.

The corresponding order was published on the Odesa City Council website.

According to the document, Nevesely was appointed as an advisor to the mayor in the Department of Organizational Support for the Mayor’s Activities, effective September 2, 2026. The order states that the appointment was made without a competitive selection process.

The new advisor was assigned the 13th rank of a local government official. He was also granted a 50% bonus on top of his base salary, taking into account rank-based and seniority-based allowances.

 In July, Koval appointed Oleksiy Botezat as his advisor on a voluntary basis.

Vladislav Neveselyi is also a member of the supervisory board of JSC “Scientific and Technical Complex ‘Elektronprylad.’”

According to his declaration, he owns a store with an area of 197.1 square meters, purchased in 2010 for 108,147 hryvnias, and a 59-square-meter apartment in Voznesensk, acquired in 1996 for 177,895 hryvnias.

He also holds the right to lease a 252-square-meter plot of land in the Voznesensk territorial community, and starting in 2025, he will be renting an apartment in Kyiv.

The declaration lists a 2015 Mercedes-Benz GL 350 CDI as his vehicle. Neveselyi purchased the car in 2021 for 650,000 hryvnias.

In 2025, his largest source of income was his salary from the State Agency of Ukraine for the Development of Land Reclamation, Fisheries, and Food Programs— 960,700 hryvnias.

Neveselyi received an additional 110,700 hryvnias in salary from “Elektronprylad,” and 293,500 hryvnias in fees and other payments under civil law contracts from this company.

The declaration also lists 10,360 hryvnias in salary from the Regional Branch of the State Property Fund of Ukraine for the Odesa and Mykolaiv Regions.

Income from property rentals totaled 270,000 hryvnias. Neveselyi received an additional 18,000 hryvnias from the sale of personal property.

He holds59,500 U.S. dollars and 350,000 hryvnias in cash.
