Ihor Koval, the acting mayor of Odesa, has appointed Andriy Makovetskyi as his deputy.
The municipal press office released the corresponding order.
Currently, Andriy Makovetskyi holds the status of acting deputy mayor, as he still needs to be confirmed in this position by the Odesa City Council. The new deputy’s last name, first name, and patronymic are identical to those of the chief specialist of the Department of Record Keeping, Control, and Organizational Work of the Executive Committee of the Teplodar City Council in the Odesa District. This official is known for being the husband of Karina Yablonska, a private entrepreneur who was implicated in an investigation by Intenta and the Center for Public Investigations, as a parking attendant near two major Odesamarkets—“Novy” in the Primorsky District and “Kyivsky” in the Kyivsky District.

According to Andriy Makovetskyi’s declaration, Karina Yablonska owns or co-owns nearly all of the family’s real estate. This includes two summer homes in Odesa and the Odesa region, three land plots in Odesa and Teplodar with a total area of 2,160 square meters, and an apartment in Odesa with an area of 70.3 square meters. The official himself is a co-owner of a 129.2-square-meter apartment in Odesa.
Karina Yablonska is also the owner of the family’s only car—a 2018 Lexus NX 300. Andriy Makovetskyi himself is the owner and co-owner of three limited liability companies: the security firm “Ultra” (50%), “Gvardiya,” and the consulting firm “MID.” In Andriy Makovetskyi’s declaration, his wife is listed as his sole source of income: she earned 8,470,000 from business activities and received 9,500 in social benefits from the Department of Labor and Social Policy of the Odesa City Council and the Pension Fund.
Andriy Makovetskyi has savings of 3.2 million hryvnias and 30,000 dollars in cash. Karina Yablonska holds an additional 4.2 million hryvnias in cash. She has 428,400 hryvnias in the bank.
