Oleksandr Prokudin, head of the Kherson Regional State Administration, signed an order amending the regional budget for 2026.
The document was adopted following amendments to the national budget. It provides for a revision of the region’s revenues and expenditures, as well as the allocation of additional funding for reconstruction, education, healthcare, and social services.
According to the document, the regional budget’s revenue for 2026 is set at 1.817 billion hryvnias, while expenditures are set at 2.447 billion hryvnias.
At the same time, the region will receive 103.6 million hryvnias in additional transfers from the state budget: 97.6 million hryvniasin grants for communities affected by the war, and 6 million hryvnias in subsidies for implementing projects under the Ukraine Recovery Program III.
The largest additional financial allocation—130 million hryvnias—was directed to the Department of Territorial Development of the Kherson Regional State Administration for the implementation of regional recovery programs. The funds will go toward projects financed by a state subvention and the Fund for Eliminating the Consequences of Armed Aggression.

The education sector also received significant additional funding. UAH 10.17 million was allocated for the implementation of the “New Ukrainian School” program , and another UAH 9.76 million was redistributed among various educational programs.
Funds are also earmarked to support special education institutions and certain municipal facilities.
The departments of health and social protection also received additional funding. Specifically, over 28.1 million UAH is earmarked for the operations of medical facilities, and another 10 million UAH is allocated for social programs.
Funding will also be directed toward supporting veterans, people with disabilities, and other segments of the population in need of social protection.
In addition, the decree sets the general fund budget deficit at 361.7 million UAH, the special fund deficit at 268.5 million UAH, and establishes the region’s reserve fund at 168.5 million UAH.
