The Kherson region topped the ranking of regions based on the percentage of confirmed violations in officials’ financial disclosures—violations were found in 81% of the disclosures reviewed.

The highest percentage of confirmed violations was recorded in the declarations of officials from the Kherson region—in 13 out of 16 declarations reviewed (81%). The Dnipropetrovsk region shares the top spot with the Kherson region, where violations were found in 54 out of 67 declarations (also 81%).

Odesa Oblast ranked 10th among the regions on this list. The NACP identified violations in 18 of the 31 declarations reviewed—58%.
In total, over the first eight months of 2026, the NACP completed 574 full audits of declarations. Violations were found in 571 of them.
In 321 declarations, signs of inaccurate information were identified, totaling more than 2.424 billion hryvnias. In six declarations, signs of unexplained assets totaling over 27 million hryvnias were found, and in another eight, signs of illicit enrichment totaling over 122 million hryvnias were identified.
In the 2024 declaration of the former head of the “Bilhorod-Dnistrovskyi” customs post of the Odesa Customs Office, the NACP identified inaccurate information amounting to over 4.5 million hryvnias. The official failed to declare an apartment in Uzhhorod worth over 1.4 million hryvnias and a BMW X5 with an approximate value of 3 million hryvnias. The property is registered in the names of his mother and stepfather, but, according to the NACP, it actually belongs to the official. The investigation materials were forwarded to the State Bureau of Investigation (DBR).
In August, an indictment was filed in court against a member of the Odesa Regional Council. According to the NACP, his 2024 declaration contained false information amounting to over 58 million hryvnias. The case is being investigated by the NABU.
In the 2025 declaration of a former senior inspector of the Main Directorate of the National Police in the Autonomous Republic of Crimea and the city of Sevastopol, the NACP identified signs of illicit enrichment totaling over 10.9 million hryvnias and false information amounting to over 11.4 million hryvnias. He failed to declare 100,000 U.S. dollars and 150,000 euros in cash, which were seized during a search. The case materials were transferred to the State Bureau of Investigation (DBR).
In the Kherson region, the Velyka Oleksandrivka District Court found a member of the Beryslav City Council guilty of making false declarations and fined him 17,000 hryvnias. The ruling has taken legal effect.
