The NACP discovered false information totaling more than 3 million and inaccuracies regarding assets, income, and bank accounts in the 2023 declaration of a public official from Odesa. The audit also found that the declared value of an Audi A3 differed significantly from its market price.
The National Agency for Corruption Prevention has completed a full audit of the 2023 declaration of Yulia Baeva — deputy head of the department and head of the occupational safety division of the Inspection Activities Department in the Odesa region of the Southern Interregional Directorate of the State Labor Service. The audit took place from August 25 to December 22, 2025.
The most significant discrepancy concerned a 94.8-square-meter apartment in Odesa that Baeva and her son actually used throughout 2023. The official explained that she did not include the residence in her declaration because she was not the owner. According to an assessment by the Kyiv Research Institute of Forensic Expertise, as of January 1, 2023, the apartment could have been worth between 3.15 million and 6 million hryvnias.
Another issue involved the purchase on May 6, 2023, of a 2015 Audi A3 for 322,000 hryvnias. NACP staff found an advertisement offering this car for sale for 15,600 U.S. dollars. At the same time, Bayeva’s confirmed income for January–April 2023 amounted to 73,188 hryvnias, and she received 266,000 hryvnias from the sale of the Mazda 3. Taking into account possible savings of 134,200, her unidentified income was determined to be 170,270 hryvnias.
In addition, the official failed to declare an additional benefit from OTP Bank JSC worth over 5,000 hryvnias and a portion of her loan forgiven by the bank in the amount of 3,400 hryvnias. She also reported a salary from the State Labor Service of 288,892 hryvnias instead of 291,009 hryvnias, and income from the “Odessbud Training and Course Center” as 51,841 hryvnias instead of 51,486.
The declaration also failed to list accounts at AB “Pivdenny” and JSC “OTP Bank.” It was also determined that Baeva failed to declare a contract for the sale of a Mazda 3, concluded on May 5, 2023, although she did report the 266,000 hryvnias in income received from that sale.
In total, false information amounting to 3.1 million hryvnias was identified.
At the same time, the NACP found no evidence of a conflict of interest, illegal enrichment, or unexplained assets. Regarding the apartment, the agency also took into account Baeva’s status as an internally displaced person: under the law, certain categories of IDPs may reside there temporarily free of charge during martial law, provided they pay for utilities.
As a result, officials informed her of the audit’s findings and gave her the opportunity to submit an updated declaration and publish the certificate on the agency’s official website.
