NABU serves notice of suspicion to Odesa regional council deputy

Detectives of the National Anti-Corruption Bureau of Ukraine have served a notice of suspicion to a deputy of the Odesa Regional Council of declaring false information.

This was reported by the Center for Public Investigations with reference to the NABU.

The deputy took out several loans totaling more than UAH 58 million, but deliberately concealed these financial obligations in his annual declarations for 2024 and 2025.

According to the data from the verification of declarations published by the National Agency for the Prevention of Corruption, this is MP Yevhen Filonov, elected on the lists of the pro-Russian party Opposition Platform - For Life, whose activities are banned in Ukraine and whose faction in the regional council has been dissolved.

According to the NACP, the deputy took loans back in 2017 from Yuriy Trubetskoy, who later collected the money from him through the court in 2021-2025. At the time of the verification of the declarations, the loan was still available, but not declared. Yevhen Filonov did not explain to the NACP why he did not declare this loan. Nor did he explain the other loan he took from Yuriy Volkov together with citizen Lisovyi. These loans are also in litigation.

Yevhen Filonov is known for the fact that in June 2022, the Slidstvo.Info publication named him as the name of the so-called "prime minister" of the self-proclaimed Transnistria , Alexander Rosenberg. Oleksandr Rosenberg, a 54-year-old citizen of Ukraine, became the head of the "government" of Transnistria at the end of May 2022. His candidacy was proposed by another Transnistrian official with a Ukrainian passport, registered in Odesa, the so-called "president" of Transnistria, Vadim Krasnosilsky.

According to the YouControl analytical system, Filonov controls a group of companies operating in various industries: construction, real estate, financial services, and trade in various goods. The companies in question are Kupol Development Fund LLC, Nobilis LLC, and Skif-Construction Construction Company LLC. The first two are registered in Odesa, and the third in Lviv.
