Parties named after former head of Odesa regional administration failed to report on finances

The political forces of the former head of the Odesa Regional State Administration and former Georgian President Mikheil Saakashvili, who is serving a nine-year prison term in his homeland, have not submitted financial reports for the first quarter of 2026.

This was reported by the press service of the National Agency for the Prevention of Corruption.

In particular, it concerns the Mikheil Saakashvili New Forces Movement and the Mikheil Saakashvili Bloc. In general, the agency stated that 110 out of 400 political forces registered in Ukraine have not yet submitted reports. At the same time, 72 political forces are in a state of suspension.

The list includes banned parties such as the Communist Party of Ukraine, the Shariy Party, the Opposition Bloc, and the Opposition Platform - For Life. There are also the Kherson and Mykolaiv parties. At the same time, the UNA-UNSO party and the Front for Change refused to report on their financial activities.

At the same time, the first quarter of 2026 recorded the highest rate of financial reporting by political parties since the resumption of mandatory reporting in 2023. More than 280 political parties submitted their reports within the statutory deadline, which is a record figure for the entire period since the resumption of reporting and indicates an increase in the level of compliance with the requirements of the legislation in the field of financial transparency.

In accordance with Article 17(20) of the Law of Ukraine "On Political Parties in Ukraine", the NACP is obliged to publish on its official website within 10 calendar days from the date of the deadline for submission of reports by political parties a list of political parties that failed to submit their reports within the specified period. The NACP should also ensure that the perpetrators are brought to justice as provided by law.

On May 11, 2026, the reporting campaign for parliamentary and non-parliamentary political parties for the first quarter of 2026 ended.

Failure to submit reports is punishable under Article 212-21 of the Code of Ukraine on Administrative Offenses (CAO). This includes a fine of 300 to 400 non-taxable minimum incomes, i.e. from UAH 5.1 thousand to UAH 6.8 thousand.
