The favorite of Kharkiv authorities won a forty-million contract in Kherson without competition

In Kherson, the overhaul of two water boilers will cost the city more than 40 million hryvnias, but both tenders were won by the same company without any real competition. The Kyiv-based company, which has earned more than 430 million hryvnias in public procurement, lowered its prices only symbolically.

This was reported by Intent with reference to the data of the Prozorro procurement system.

Kherson has planned a major overhaul of two hot water boilers at the city's boiler houses. More than 40 million hryvnias were allocated from the budget for these works, which are to be completed by the end of 2025. The customer was the city utility Khersonteploenergo, which announced two tenders.

The most expensive of them - the repair of boiler No. 2 PTVM-50 at the boiler house at 95 Ivan Bohuna Street - will cost approximately UAH 31.1 million. The second tender concerns the overhaul of boiler No. 3 KVGM-30 at the boiler house at 36 Vasyl Velykyi Street and involves spending UAH 12.4 million.

Both tenders were launched on July 19, but only one company from Kyiv, Energobudkonsult LLC, took part in them. In the first tender, the company reduced the price by only 50 thousand hryvnias, although the minimum auction step was supposed to be more than 155 thousand. In the second one, the situation is similar: instead of at least 373 thousand hryvnias, the offer was reduced by a little more than 50 thousand.

Intent 's journalists decided to find out who received more than 40 million budget funds without competition.

According to YouControl, Energobudkonsult was registered in 2008 in Kyiv with a registered capital of 55 thousand hryvnias. The founder is Victoria Shcherbakova from Kharkiv. The main activity of KVED is activity in the field of engineering, geology and geodesy, provision of technical consulting services in these areas. The company was mentioned in one journalistic investigation.

The company has earned over UAH 430 million in public procurement and started participating in 2018. The company's main customer was Kharkiv Heating Networks. The company had the highest revenue in 2023, with a profit of over 214 million.

The company has two licenses. One is for the creation of architectural objects. The company also manufactures equipment for the coal, mining, and metallurgical industries. The company has not been involved in any criminal proceedings.

Also in the Kherson region, a section of the road between the villages of Davydiv Brid and Bobrovyi Kut is to be overhauled. The cost of the work exceeded UAH 70 million, and the contractor was a company that had previously been involved in criminal proceedings and journalistic investigations into alleged corruption.
