A person involved in anti-corruption investigations in Kherson region wins road repairs worth 73 million

The Kherson region plans to repair the road for more than 70 million, and the winner of the tender is a company with a history of criminal proceedings and suspicious contracts. It is a company that has been involved in investigations into possible corruption.

According to the Center for Public Investigations, about 7 kilometers of the road between the villages of Davydiv Brid and Bobrovyi Kut are going to be overhauled in Kherson region. The works were estimated at UAH 81.7 million.

This is a section of the road within Beryslav district - from 23+750 to 30+130 kilometers, connecting the territories of Mykolaiv and Dnipro regions. The customer is the state institution Local Roads of Kherson Region, and the repair will be financed from the local budget.

The auction was held on July 4 and was attended by two companies - White LLC and Global Build Engineering LLC. The latter submitted a more favorable offer - UAH 8.1 million lower than the expected amount, so the decision to sign a contract with it is now pending.

According to Youcontrol, Global Build Engineering LLC was founded in 2017 with a registered capital of 10 million hryvnias. It has already won 1.6 billion in public contracts. The company's founder is Sergiy Tolstikov. The main area of activity is the construction of residential and non-residential buildings, although the company has recently been actively developing road and defense contracts, particularly in the Kherson region. The company has received government contracts worth 1.6 billion. In 2024 alone, the firm's revenue reached almost a billion hryvnias.

The company has repeatedly come to the attention of law enforcement and journalists. In 2024, the High Anti-Corruption Court ordered the NABU to investigate possible embezzlement of budget funds during the construction of a protective structure at the Vysokopilska school, where Global Build Engineering was the contractor. The criminal proceedings are about the possible misappropriation of property with the participation of Kherson Regional State Administration officials.

Journalists also revealed the company's ties to the deputy head of the Kherson Regional State Administration, Anton Samoilenko. It was at the end of 2023 that the company began to actively receive contracts in the region. One of the largest was for UAH 280 million to build fortifications.

Despite this background, the company continues to receive new contracts for budgetary funds, in particular for infrastructure facilities in the frontline areas of the Kherson region.
