Terrorist Attack in Dnipro: Suspects Arrested After Explosion

The National Police has revealed the details of the terrorist attack that took place in Dnipro on December 14, 2023, and the suspect, a native of Dnipro who was living in Odesa at the time, and his accomplices are in custody.

According to the press service of the National Police, the suspects committed the terrorist act around 15:00 when an air raid alarm sounded.

Shortly before the explosion, a police car drove up to the administrative building, from which two police officers and two employees of the territorial recruitment center got out. As a result of the detonation of an unknown explosive device, the TCC serviceman was killed and the police officers were injured.

In the course of the initial investigative actions, it became immediately clear that this was not an air attack, but a terrorist attack. When inspecting the scene, the police noticed that there were many metal fragments in the form of nuts on the ground. They also found a cell phone in a cardboard box near the crime scene, which was being broadcast from - the moment of the explosion was controlled.

Within hours of the attack, law enforcement officers detained the perpetrator of the crime. He was a 37-year-old native of Dnipro, who lived in Odesa and worked for Russian special services. He had a cell phone and a laptop with him, which he used to communicate with his curator. Also, they found the clothes he was wearing during the terrorist attack. Half an hour before the arrest, he was in correspondence with an FSB officer who promised that he would soon send money for the work done, namely one thousand dollars.

During the pre-trial investigation, investigators found out that the man was not acting alone, but had two other accomplices. They were a married couple - a 33-year-old man and his 25-year-old wife, who lived together with their minor child. According to Russian instructions, they made an improvised explosive device for the attack, hid it in a package, put it in a predetermined place and watched until the perpetrator took the package. On the surveillance video, they were seen placing the explosive device with a child in their arms.

As a result of a search at their place of residence, law enforcement officers found and seized components of a new device, thus preventing a new terrorist attack in Dnipro.

All three have been detained and are currently in custody. Investigators have served them notices of suspicion under Parts 2 and 3 of Article 258 of the Criminal Code of Ukraine (terrorist act) and Part 1 of Article 14 (preparation for a crime). The terrorists face life imprisonment with confiscation of property.
