Tender for ₴68M Road Maintenance Canceled in Kherson Region Due to Violations

A tender for the maintenance of public roads has been canceled in Kherson region. The expected value of the procurement was over 68 million. The reason for the cancellation was the discovery of violations in the calculation of the expected cost and discriminatory requirements.

This is evidenced by data from the Prozorro public procurement system.

The customer was the Local Roads of Kherson Region institution, and the procedure was accompanied by a number of appeals regarding discriminatory requirements. According to the terms of the procurement, the contractor had to perform a set of works aimed at ensuring safe traffic.

The procedure was announced on March 24 as an open tender with special conditions. Bids were to be accepted on April 7, and the auction itself was to start on the same day at 12:34. However, on April 1, the customer announced the decision to cancel the procurement. According to the report, the inspection revealed inconsistencies in the calculations of the expected cost of the work.

It is also noted that it is impossible to eliminate these violations within the current procedure, so it had to be canceled. Complaints from participants can still be filed until April 12.

The subject of the procurement was emergency repair and maintenance of local roads in Kherson district. The term of the works was to last until December 31, 2026. The source of funding was budgetary allocations, and payments were planned based on the acts of work performed after the actual receipt of funds to the customer's account.

During the preparation of the tender, the customer received several complaints. In particular, the participants drew attention to potentially discriminatory requirements for the mandatory availability of certified equipment for jetting potholes.

The procuring entity was also asked to soften the wording of the requirements for proof of experience and clarify the details of the contract price calculation, in particular, with regard to the consideration of inflationary costs and risks.

Recently, the Kherson Oblast Infrastructure Restoration and Development Service announced four tenders for the overhaul of the street and road network in the village of Posad Pokrovske, which was severely damaged by Russian shelling. More than UAH 580 million is allocated for this purpose.

In addition, bidding for the maintenance of public roads has started in Kherson. The cost of the works exceeds UAH 180 million. The project includes repair work, roadside cleaning and emergency response. It is planned to be completed by March 2026.
