Tender for 60 million failed in Kherson region

More than UAH 60 million was planned to be spent on repairing the water supply system in the frontline village of Pravdyne in Kherson Oblast without any competition - only one bidder applied for the tender. This company had previously been sued for failing to meet deadlines, and its proposal was eventually rejected.

The Center forPublic Investigations found out who applied for the contract and why the procurement failed.

According to the Prozorro system, the Kherson region planned to spend more than UAH 61 million on overhauling the water supply system in Pravdyne. The tender was held, but in fact without competition - only one company participated.

The customer was the Department of Territorial Development of the Kherson Regional State Administration. It was about eliminating the emergency and updating the previous design of the water supply system.

The expected cost of the work was UAH 61.85 million. Funding was provided from several sources: more than UAH 29.2 million was a state subvention under the Ukraine Recovery Program, and about UAH 32.6 million was from the local budget under the EU's Ukraine Facility program.

The work was scheduled to be completed by the end of 2027. The requirements for the bidders were standard: experience, equipment, employees, and financial capacity, as well as no problems with the law or unfulfilled contracts in the past.

The only tenderer was Repairman 1993, which submitted an offer without lowering the price - at the level of the expected cost.

According to the YouControl analytical system, the company was founded in 1997 in Donetsk Oblast and is now registered in Kyiv Oblast. Its owner is Taras Syvokobylskyi. The company operates in the construction sector and has participated in public procurement since 2017, earning more than UAH 22 million. This tender could have been its most expensive contract. The founder also owns another company, Ukrspetspromtekhnologii, which is currently in a state of suspension.

Despite the absence of criminal cases and investigations, the company has already had a legal dispute with Ukrnafta. The company was fined for delaying the completion of work - the repairs were completed almost three weeks late, for which the customer demanded a fine of UAH 38,400. After an appeal, the court sided with Ukrnafta and found the claims to be justified.

However, this time, Repairman 1993 was not awarded the contract. Its proposal was rejected because it did not meet the technical requirements of the tender. The identified deficiencies could not be corrected after submitting the documents, in particular, the proposal lacked some of the necessary materials and resources provided for in the procurement terms.

Kherson also plans to spend more than UAH 15 million on major repairs to the basement of school No. 24, where a simple shelter is to be built. At the same time, the tender is already accompanied by complaints and audits.
