Velyko Oleksandrivska secondary school No. 2 in Beryslav district, Kherson region, has announced a tender for the construction of a new shelter on the school's territory.
This became known from an announcement published on the public procurement website Prozorro.
At the end of November, the school announced an open tender with specifics for selecting a contractor. The winner of the tender has until December 25, 2025, to build a storage facility for students. The expected cost of the work is UAH 156.1 million.

According to the project plan, the estimated construction area is 2167.7 square meters, the number of people the shelter can accommodate is 720. The project development should include inclusiveness, restoration of the surrounding area, and stadium arrangement. It also provides for the installation of solar panels.
Open bidding with peculiarities means that almost all auction terms are shorter than in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such auctions, so the bidder has no competitors.
However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
However, the Department of Territorial Development of the Kherson Regional State Administration has twice signed an agreement with New Heat Technologies LLC for the overhaul of the building of Velyko Oleksandrivka Preschool No. 2 of the Velyko Oleksandrivka Village Council based on the results of open bidding with special conditions. The first contract for UAH 37.2 million for the restoration of the kindergarten was signed in December 2023 and the second time, for the restoration of the same kindergarten, but for UAH 52.1 million.
