Road tycoon with suspicions of corruption received a million-dollar contract in Mykolaiv region

Another million-dollar contract for road repairs in the Mykolaiv region was awarded to a company with a dubious reputation and connections to corruption schemes. Despite criminal cases and journalistic investigations, the company continues to dominate the regional road business.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early June, the Infrastructure Restoration and Development Service in Mykolaiv Oblast announced a tender for the overhaul of the national highway section H-14 Oleksandrivka-Kropyvnytskyi-Mykolaiv (km 161+204 - km 162+338). The expected value of the procurement is over UAH 15 million.

The auction was supposed to take place on August 8, but only one company took part in it - European Road Construction Company LLC (EDC), which is well known from journalistic investigations as one of the major players in the road business. The company's offer was 311 thousand lower than the starting price.

The company was founded in 2008 in Donetsk under the name Altmost with an authorized capital of 51.5 thousand. Now, according to YouControl, the company's legal address is Vasylkiv, Kyiv region, and the owner is Muslim Keloyev.

After 2018, EDBK began to rapidly receive government orders. Revenues peaked in 2021 at more than UAH 3 billion, and in total, the company has received contracts worth more than UAH 7 billion since its inception.

Journalistic investigations have linked the company and its beneficiary to misappropriation of budget funds, collusion, and overpricing.

Recently, the company won a UAH 64 million contract to repair a local road in Kherson region (Zahradivka - Kochubeivka - Davydiv Brid - Kalynivske - Bobrovyi Kut route). In May 2025, the company was awarded a contract worth more than UAH 400 million to repair the Vysokopillia-Velyka Oleksandrivka-Beryslav highway. In April, a tender for the maintenance of state roads worth UAH 180 million was held in Kherson region, where EDBK was also the only bidder.

In May 2024, the Restoration Service signed a contract for UAH 39.9 million with the European Road Construction Company LLC to replace a small bridge with a culvert on the Odesa-Voznesensk-Novyi Buh highway without using the electronic system.

It was about additional works at the same facility. However, Intent 's analysis in cooperation with the Center for Public Investigations of Previous Procurements shows that in 2023, the same facility was already tendered for UAH 162.2 million. Then the agreement was signed with the EDBC, which resulted in a 23 million overpayment.
