The Capital Construction Department of the Odesa City Council plans to sign an agreement with Rostdorstroy LLC for UAH 221.6 million to repair the Novoarkadiyskyi collector.

The Center for Public Investigations learned about this from an announcement published on the public procurement website Prozorro.

The tender was held in the format of open bidding with special conditions. According to the terms of reference, the contractor is supposed to repair a storm sewer built in 1955-1967 on the coast near Arcadia Beach. After decades of operation, the pipeline has partially collapsed and is in disrepair.

The project involves complex diving and construction and installation work, including underwater cutting, ballast installation, pipe laying at a depth of up to 20 meters, transportation of materials, and waste disposal. Work is also planned in the underground part, including pulling new pipes into old ones, welding and installing wells. The expected cost of the works was UAH 222.5 million.

Only one company, Rostdorstroy, submitted a bid for the tender. The company offered to perform the work for UAH 221.6 million. Since it had no competitors, the system selected them as the winner of the tender. Now the winner's qualifications are being checked.

It should be noted that this is the fourth attempt to overhaul this facility. In 2017, almost UAH 49 million was spent on the work, in 2019 - another UAH 115 million, and in 2021 the cost rose to UAH 175 million. The contractor for the first two repairs was Rostdorstroy, the company of Odesa City Council member Yuriy Shumakher.

Meanwhile, Odesa has suspended a tender for the overhaul of the coastal protection near Arcadia Beach. The reason was a complaint about discriminatory conditions in the tender documentation.
