Odesa Arcadia to repair sewer for 220 million

Odesa City Hall will spend 222.5 million hryvnias to repair the sewer in Arcadia. We are talking about its marine part.

This was reported by the Center for Public Investigations.

The tender for the overhaul of the Novoarkadiysk collector was announced by the Capital Construction Department of the Odesa City Council on May 12.

The terms of reference indicate "adjustments," which means that the project documentation will be updated again. The estimated cost of the works is UAH 222 million 532 thousand.

This is a stormwater drainage system builtin 1955-1967 on the coast near Arcadia Beach. After decades of operation, the pipeline has partially collapsed and is in disrepair.

The project involves complex diving and construction and installation work, including underwater cutting, ballast installation, pipe laying at a depth of up to 20 meters, transportation of materials, and waste disposal. Work is also planned in the underground part, including pulling new pipes into old ones, welding and installing wells.

Applications will be accepted until May 28, and an auction is scheduled to be held on the same day in an open bidding format with special features that provide for shorter deadlines for submitting documents and appealing the results. The works are to be completed by December 31, 2026. The source of funding is the local budget.

This is the fourth attempt to overhaul this facility. In 2017, almost UAH 49 million was spent on the work, in 2019 - another UAH 115 million, and in 2021 the cost rose to UAH 175 million. The contractor for the first two repairs was Rostdorstroy, the company of Odesa City Council member Yuriy Shumakher.

Meanwhile, Odesa has suspended a tender for the overhaul of the coastal protection near Arcadia Beach. The reason was a complaint about discriminatory conditions in the tender documentation.
