Odessa Has Allocated 4 Billion for Healthcare: How the Funds Will Be Spent Through 2028

Over the next three years, more than 4.3 billion hryvnias are planned to be allocated to healthcare in Odesa. The majority of the funds will go toward financing municipal medical facilities, while hundreds of millions have been earmarked for the construction and modernization of medical infrastructure. 

The decision was adopted at a meeting of the Odesa City Council’s executive committee.

Proposals to amend the city’s “Health” Target Program for 2024–2028 have been submitted to the Odesa City Military Administration. The need to revise the document is explained by the need to clarify funding levels in light of martial law and the operation of the city’s military administration.

The total funding for the program over the five-year period amounts to 6 billion 316 million hryvnias, which is planned to be allocated from the budget of the Odesa City Territorial Community.

The program’s main goal is to ensure access to medical care for city residents, internally displaced persons, military personnel, and veterans, as well as to combat HIV/AIDS, tuberculosis, and viral hepatitis. Particular emphasis is placed on patient rehabilitation and the development of medical services in wartime conditions.

According to updated estimates, 826.6 million hryvnias have been allocated for the program in 2024, 1.183 billion hryvnias in 2025, in 2026, funding is expected to rise to 1.506 billion hryvnias; in 2027, it will amount to 1.374 billion hryvnias; and in 2028, it will be another 1.426 billion hryvnias.

The Department of Health of the Odesa City Council remains the largest recipient of funds. It is through this department that 5.757 billion hryvnias are planned to be allocated. Specifically, more than 1.366 billion hryvnias are allocated for the operations of medical facilities and the implementation of related initiatives in 2026, 1.204 billion hryvnias in 2027, and 1.256 billion hryvnias in 2028.

An additional 559.4 million hryvnias has been allocated for the Odesa City Council’s Capital Construction Department. These funds are to be used for the construction, reconstruction, and modernization of medical infrastructure facilities. The largest expenditures in this area are projected for 2026–2028, when annual funding will range from 140 to 170 million hryvnias.

Program implementers include the city’s Department of Health, municipal medical institutions, the municipal enterprise “Odesfarm,” the Center for the Prevention and Control of HIV/AIDS, as well as state and non-governmental organizations working in the healthcare sector. Over the course of 2026–2028 alone, more than 4.3 billion hryvnias are planned to be allocated to the program’s implementation.

In addition, preparations are nearing completion in Odesa for the opening of the Superhumans military trauma center, where prosthetics, rehabilitation, and psychological support will be provided free of charge to war victims.
