Odesa schoolchildren's feeder wins 120 million worth of tenders from hospitals

Hospitals in Odesa conducted a series of procurements in the format of open bidding with peculiarities, the only participant of which was the limited liability company Fabrika Smaku.

According to the Center for Public Investigations, the procurement concerned catering services for hospital patients.

In particular, the municipal non-profit enterprise City Clinical Hospital No. 10 conducted a procurement with an expected purchase price of UAH 70 million 633 thousand. The hospital divided this procurement into four lots. One company participated in the drawing of all of them and won.

We are talking about catering services in municipal hospitals: for children aged 0 to 1 year, children aged 1 to 3 years, children aged 3 to 6 years, children aged 7 to 10 years, and children aged 11 to 18 years. The company will also provide meals to military personnel undergoing treatment at the facility and to patients of the obstetrics and gynecology departments.

The municipal non-profit enterprise City Clinical Hospital No. 11 made a similar procurement with an expected purchase value of UAH 32 million 568.6 thousand. As the only bidder, Fabrika Smaku expects to pay UAH 32 million 515.6 thousand. The company is to provide 102 thousand sets for this hospital.

City Hospital No. 8 chose a provider for the military who are treated there and ordinary patients for UAH 12 million 41.5 thousand, of which the company expects to receive UAH 157 less than expected.

Maternity Hospital No. 5 also chose Fabryka Smaku LLC from among the bidders to provide care for patients for UAH 5 million 227 thousand. The company is counting on UAH 5 million 217.5 thousand.

According to the YouControl service, Fabrika Vkusa was registered in May 2015 with a registered capital of UAH 1 thousand, and two months later it received an order for food for hospitals in Odesa. The company's director and owner is Igor Levinzon.

Ihor Levinzon previously owned and managed Bit-Yug LLC (discontinued), which received catering contracts in Odesa. The media linked Bit-Yug to former MP Oleksandr Presman. Until 2022, Levinson 's partner in Fabrika Vkusa LLC was Tatiana Golubina from Odesa region.

Earlier, Odesa held tenders for catering services for educational institutions in 2026. The total cost of such services was estimated at more than UAH 354 million.

The Centerfor Public Investigations decided to find out who received the contracts and whether the suppliers had any corruption risks. Only one company, Fabryka Vkusa LLC, submitted an offer for tenders in Prymorskyi and Peresypskyi districts totaling more than UAH 175 million.

In September 2022, the Center for Public Investigations analyzed the companies that participated in tenders for catering for Odesa schoolchildren and identified the key players in this market. The experts ranked Fabrika Vkusa LLC as the leader, while Ratsiy Group PE was ranked in the second group of suppliers with a smaller number of tenders won.
