The Department of Education of the Fontansky Village Council of Odesa District has conducted a procurement to select a company that will be paid for the reconstruction of the Kryzhanivsky Lyceum shelter.
This is evidenced by an announcement published in the Prozorro electronic procurement system.
The procurement was conducted in the format of open bidding with special features, and the only participant was the private enterprise Aqualight. The company expects to receive UAH 96 million. As noted in the announcement, it is a building (letter A), an extension (letter A1), and a storeroom (letter G).
According to the YouControl service, Aqualight PE was registered in Odesa in 2013. The owner is currently a resident of Donetsk region, Serhiy Gontarenko.
This is the third attempt to select a contractor and start the reconstruction. The first tender was announced in December 2024, but was later canceled due to a lack of proposals.
The second procurement was held on February 25, 2025, and then, also without an auction, the private enterprise Aqualight was announced the winner, but later the company's proposal was rejected and the auction was canceled.
As explained by the tender committee in the rejection protocol, the company provided all relevant documents in compliance with the requirements of the tender documents, however, the scope of work (statement of work) provided by it as part of the tender proposal did not meet the quantitative, qualitative and other requirements of the tender documents, which led to an erroneous calculation of the total cost, which is a violation of the tender documents.
Thus, the contract price did not correspond to the quantitative and qualitative characteristics of the technical task, which was a significant non-compliance of the private enterprise's tender proposal with the requirements of the tender documents, and, in accordance with the existing practice of the Antimonopoly Committee of Ukraine on this issue, such a tender proposal should have been rejected by the department.
