Odesa Regional TCC reacts to the publication of a permit to shoot at civilians

The Odesa Regional Territorial Center for Recruitment and Social Support called the order distributed on behalf of Yuriy Puiko , which allows military personnel of the TSC to use service weapons during document checks, a fake.

According to the press service of the regional CCC and JV, the fact that Yuriy Puiko is listed as the head of the regional CCC and JV already indicates that the document is fake.

"The order indicates a person who does not hold the position of the head of the Odesa regional TCC and JV, which completely refutes the authenticity of this document," the regional TCC said.

In particular, the fake order, according to the TCC, allows military alert groups to use service weapons against citizens who interfere with the work of the TCC. It was published on a number of telegram channels.

The TCC also claims that the dates and numbers in the document contradict the real legislative calendar of Ukraine. Thus, Resolution No. 1487 in the published order is dated December 22, 2025. Instead, the procedure for organizing and maintaining military records was approved on December 30, 2022.

"This is a basic document that has been in force for three years, and there is no new resolution with the same number from December 2025," the regional military and civilian center assured.

Resolution No. 560 has the same signs of falsification. It states that it was issued by the Cabinet of Ministers of Ukraine on November 25. In fact, the procedure for conscription during mobilization was adopted on May 16, 2024. And according to the regional CCC, this, like Resolution No. 1487, is a key document. It regulates the processes of notification and conscription, and its date remains unchanged.

The published document also mentions fictitious official email addresses of the structural units of the Odesa Regional Military and Civilian Conscription Committee and contains violations of structure and form. The fake also refers to an order of the Odesa Regional Military Administration without specifying the number and date.

"Such anonymity was used intentionally to make it impossible to quickly check the document in official registers," the regional TCC assured.

According to the regional TCC, the authors of the falsification thus tried to discredit the mobilization processes, provoke artificial panic and speculate on public safety.
