Viktor Shenderovsky was sentenced to 8 years in prison in Odesa

The Khadzhibey District Court sentenced Viktor Shenderovsky, the head of the ALFA-PLUS public formation that provided assistance to law enforcement and the TCC, to 8 years in prison for selling certificates of "TCC assistants" that allowed free movement during curfew and a fictitious deferral from mobilization.

This is evidenced by the verdict of the Khadzhibey District Court.

The Center for Public Investigations has previously investigated the activities of NGOs that facilitate the activities of the TCC, including the activities of Alfa Plus, which was headed by Viktor Shenderovsky.

"We help the police to restore order and monitor public order. We cooperate with them during the night curfew. We also work during the day when we go to the same beach areas with the police. We keep order so that people are not harmed. But unfortunately, people treat us as if we are from the TCC and run away from us," he described his activities.

The Alfa Plus public formation was registered in February 2024 in the village of Usatove near Odesa.

According to Karolina Palaychuk, a lawyer and member of the board of Prozhektor, volunteer formations of territorial communities, by law, do have the right to participate in security measures together with the national police:"Security forces can involve them in the performance of their duties. For example, they can be involved in the protection and defense of the state border, they can be involved in the aftermath of military or combat operations, natural disasters, and catastrophes. They can also participate in the protection of some important infrastructure and communications facilities, critical buildings... In fact, the laws are so vague - they are not military personnel, but they have many of the functions of the relevant territorial units and military formations."
