Odesa region plans to buy a garbage truck for 5 million

A company in Odesa region plans to purchase a side-loading garbage truck for more than UAH 5 million.

The announcement was published on the electronic public procurement website Prozorro.

The state-owned enterprise Izmail Commercial Sea Port announced the open bidding with special conditions on September 30. The expected cost of the garbage truck was set at UAH 5.1 million. Bids will be accepted until October 9. The auction will start the next day, on October 10.

As for the vehicle itself. The year of its production should be no earlier than 2024. The garbage truck must be equipped with air conditioning, ABS braking system, center differential lock, and power windows. There must also be externally heated mirrors, a steering column adjustable in reach and tilt, and the driver's seat must be on a pneumatic suspension with adjustable adjustment. The bunker must have a volume of at least 15 cubic meters.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Public Procurement Law. That is, this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for conducting tenders for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Earlier, the Main Directorate of the State Emergency Service in Odesa Oblast held a procurement to select a contractor to be paid for the maintenance of the first floor lobby of its building on Prokhorivska Street.

For example, the Capital Construction Department of the Izmail City Council in Odesa Oblast selected a contractor for the reconstruction of the premises of the letter B building of the District Territorial Center for Manning and Social Support based on the results of an open tender with special conditions.
