Odesa Oblast Awards ₴65M Contract for Anti-Radiation Shelter in Udobne

The Department of Urban Development, Architecture, Land Management, Ecology, Housing and Communal Property of the Mayakivska Village Council in Odesa Oblast has selected a contractor to build a dual-purpose building on the territory of a lyceum in the village of Udobne.

The relevant information was published in the Prozorro electronic procurement system.

It is a storage facility with the properties of an anti-radiation shelter. The procurement was conducted in the format of an open tender with special conditions on April 4. The only participant and winner was Bud-Marka Limited Liability Company. After signing the agreement, the company will have to complete the construction by December 31 and receive UAH 65 million 562.5 thousand for it.

According to the YouControl service, Bud-Marka Limited Liability Company was registered in 2019. The owner is Maxim Benik.

In the fall of 2024, Judge Yulia Feduleieva of the Kyiv District Court of Odesa granted investigators permission to inspect the Center for Protection and Social and Psychological Support in the Justice Process for Victims and Witnesses of Violence (Barnahus model). The investigators suspected that officials of the center had colluded with employees of Bud-Marka LLC to embezzle budget funds. In particular, the investigators believed that the volume and cost of the work actually performed, included in the acts on the specified object, were overstated by 25-30%. However, the Unified Register of Court Decisions does not contain any other documents related to this proceeding, and the court did not establish the guilt of officials or entrepreneurs.

In December 2023, the Department of Capital Construction and Roads of the Odesa Regional State (Military) Administration selected a contractor to build a Citizens' Safety Center in the village of Mayaki. The procurement was conducted in the format of an open tender with special features, and the department's chosen contractor, Bud-Marka Limited Liability Company, had no competitors. Therefore, an agreement was signed with the company for UAH 35 million 428.6 thousand.
