No one in Voznesensk was willing to become a parking attendant

The Voznesensk community did not hold a competitive bidding process to select paid parking operators. The city council did not receive a single bid for the process.

The competition was scheduled for August 10, 2026, but as of August 7, the organizer had not received a single application in the required format along with a bid proposal. Due to the lack of participants, the competition was deemed to have failed to take place.

The city council had planned to select operators for six lots in Voznesensk at once. The following locations were involved:

• Chubchika Street—from Tsentralna to Kyivska;
• Tsentralna Street, near building No. 19a;
• Tsentralna Street, near building No. 29;
• Tsentralna Street, near building No. 31/1;
• Platanova (Korolenko) Street, near buildings No. 2, No. 8, and No. 10;
• Central Square, near building No. 1.

To participate in the competition, applicants had to confirm that they had the necessary material and technical resources, qualified staff, and experience in the maintenance or repair of public amenities. They were also required to submit documents proving their financial capacity and a cost estimate for the use of the parking areas.

Certain requirements pertained directly to parking lot equipment. The designated parking areas were to be marked with traffic signs and appropriate road markings. For paid parking, the plan called for the installation of parking meters—at least one per 20 parking spaces—or the provision of mobile parking and payment options using a portable cash register.

Each parking lot was also required to display information about the operator, service fees, and payment methods.

In addition, at least 10% of parking spaces—but no fewer than one—were to be designated for vehicles of people with disabilities. Such spaces must be located no more than 50 meters from the entrance to the lot.

Documents could be submitted separately for each lot, and a single participant was entitled to bid on multiple lots at once.

The bid proposal, along with the application, was to be submitted in person or by mail to the Department of Housing, Utilities, and Capital Construction of the Voznesensk City Council by August 7, 2026.

Thus, despite the announcement of the competition and the opportunity to secure one or more lots for organizing paid parking, no applicant submitted the required documents by the deadline.

The city council has not disclosed the reasons for the lack of applications and has not yet specified when the tender might be re-announced.
