The Department of Capital Construction and Roads of the Odesa Regional State Administration has pre-selected a contractor for major repairs to insulate the facade, replace window units, and improve the territory of the Balta Multidisciplinary Hospital.
The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.
The procurement took place in the format of open bidding with peculiarities, but with the participation of three companies - the AVIS Consortium, Intobud Limited Liability Company and Alliance Design and Construction Company Limited Liability Company. At the second stage of the auction, a consortium that offered to repair the building for UAH 100 million 499 thousand won the bid.
This is one thousand hryvnias less than the nearest competitor, Intobud LLC. However, the consortium's previous offer was also lower than the competition - UAH 107 million 502.2 thousand, but because the LLC reduced its previous offer from UAH 107 million 717.4 thousand to UAH 100.5 million, the consortium also reduced its own. The thing is that the Prozorro system automatically selects the cheapest offer. That's why it sometimes happens that competitors' bids may differ minimally.
Thus, the AVIS consortium, if the agreement is concluded, will have to make repairs by December 31, 2025.
According to the YouControl service, the AVIS consortium is an absolute newcomer to the market. The company was registered in Odesa on August 12, 2024, nine days before the procurement. However, the founders are companies that are already known - Avtostroy Insurance Company LLC and Inzh-Stroy LLC. The ultimate beneficiaries are Bronislav Tsurkan and Andrii Zhynchyn, owners of the founding companies.
The other two bidders were also founded by companies. In 2016, Intobud LLC was founded by Odesbudinvest Asset Management Company, a limited liability company, and in 2018, PBC Alliance LLC was founded by Apartements, a limited liability company.
