Mykolaivoblenergo Selects Contractor for ₴3.4M Asphalt Restoration

Mykolaivoblenergo has selected a contractor to restore the asphalt pavement in Mykolaiv without bidding. The budget for the work was set at UAH 3.4 million.

This was reported by the Center for Public Investigations.

The procurement was conducted in the format of an open tender with special features, and the only participant was the local private enterprise Mykolaivmagistral. The contractor offered for its services to restore the elements of improvement

UAH 3 million 353 thousand 348. The works will be performed in accordance with the tender documentation. The project is scheduled to be completed by December 31, 2025. The customer is currently awaiting the signing of the contract with the contractor.

According to the YouControl service, Mykolaivmagistral private enterprise was registered on December 9, 2021, in Mykolaiv. The main activity of the company is the construction of roads and highways, and the company is also engaged in the production of concrete solutions, the manufacture of concrete and gypsum products, as well as freight transportation.

The company is headed by Sergey Vladimirovich Shulgach. He and Oksana Shulhach are co-founders of the company, each of whom owns a 50% stake in the authorized capital, which amounts to UAH 2,000. They are also the ultimate beneficial owners of the company, with direct decisive influence.

In addition, a tender was announced in Pivdenoukrainsk, Mykolaiv region, to select a contractor who will receive more than UAH 3.6 million for the reconstruction of a pedestrian walkway. The project involves laying figured tiles and leveling surfaces, and the customer is the utility company "Public Utility Service" of the Pivdenoukrainsk City Council.

At the same time, the contract for road cleaning in Mykolaiv may be awarded without a tender to a company that regularly cooperates with local authorities. Its offer was only 467 thousand hryvnias lower than the expected cost of the procurement. In total, this company has already received orders for almost UAH 400 million, with Mykolaiv district administrations, departments and utilities as its main clients.
