Mykolaiv has updated its waste sorting and recycling system

Mykolaiv City Council has approved changes to the procedure for the operation of the household waste sorting complex. This involves a new approach to the tender and financing of the city's solid waste landfill.

This is evidenced by the draft decision of the Mykolaiv City Council.

The decision was made taking into account a letter from the Antimonopoly Committee of Ukraine dated March 4, 2026, and the City Sanitation Scheme approved by the executive committee in July 2023.

According to the feasibility study developed by the State Enterprise "Research and Design and Technological Institute of Municipal Economy", the municipal waste treatment facility is designed to optimize the process of waste sorting and disposal in Mykolaiv.

The remuneration for the waste sorting entity is determined as a percentage of the actual income received for the sale of sorted household waste. These funds are transferred monthly to the account ofMykolaivkomuntrans for the maintenance of the city's solid waste landfill.

According to the document, the winner of the tender is the bidder who scored the highest number of points according to the tender committee, guided by the criteria for evaluating bids. The minutes of the committee meeting are drawn up within 10 days and published on the official website of the city council.

If only one applicant participates, it may be recognized as the winner if its proposal scores at least 55 points and meets all the established requirements. The tender protocol contains full information about the participants, evaluation of their proposals, voting results, amount of remuneration, and terms of the complex's operation.

As stated in the draft decision, the tender is held for a period of no more than 15 years. At least six months before the end of the contract, the sorting entity may propose to the city deputies to extend it for another 10 years. The amount of remuneration and the terms of operation of the complex specified in the protocol are binding and cannot be changed by the parties to the contract.

Last year in September, police opened a case over alleged abuses by Mykolaiv City Council officials during a tender for waste sorting. The investigation focuses on the process of selecting a contractor to provide sorting services, with a project budget of UAH 1.25 billion.

Back in September 2024, MPs voted to approve the procedure for the tender for the construction of a sorting station, but the document did not gain support at first. At the time, Senkevych emphasized that it was a technical issue that needed to be approved.

In January 2025, the Mykolaiv City Council was ordered by the court to start construction of a household waste treatment plant. The Supreme Court confirmed the illegality of the council's inaction. The basis for the lawsuit was the failure of the city council to implement the targeted household waste management program approved in 2019.
