MP's firm wins 23 million contract without auction in Odesa

The municipal enterprise City Roads has held a tender to select a company that will be paid to restore the road surface after emergency repairs to heating networks in Odesa.

The announcement was published in the Prozorro electronic procurement system.

Rostdorstroy Limited Liability Company was the only bidder and winner of the auction. The company plans to operate until December 31, 2025, and receive UAH 23 million 703.9 thousand for it.

The final beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, and businessman Yevhen Konovalov.

In April, two major road contractors in Odesa region were awarded the right to patch asphalt in Odesa without competition, worth a total of 38 million hryvnias. These were the Odesa-based companies Rostdorstroy and Avtomagistral-Pivden.

The Odesa City Council's Road Maintenance Department signed two large contracts for the maintenance of city streets without any competition. Open bidding with special conditions took place on April 15, but only one bidder registered for each of the auctions, and these companies were automatically awarded.

Rostdorstroy LLC, owned by Odesa City Council member Yuriy Schumacher, received more than UAH 20 million. The objects include Prince Volodymyr the Great Avenue (5 thousand square meters), Baltska Road (1.8 thousand), as well as smaller plots on Zabolotnoho (600 square meters) and Treta Peresypska (518 square meters). The cost of the contract amounted to UAH 20.455 million, which is UAH 49 thousand lower than the expected cost.

Last year, about 500 private commercial companies received almost UAH 150.5 billion from the state. Among the top five is Rostdorstroy LLC of theRostdorstroy group, which received UAH 7.6 billion in government tenders. The total value of the company's winning tenders is almost UAH 470 billion. The group includes two other companies that, together with Rostdorstroy, received UAH 8.8 billion in public funds.
